Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA RESOLUTION NO. 90-145 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SUPPORTING THE RECONSTRUCTION OF EXIT GLACIER ROAD AS PROPOSED BY THE FEDERAL HIGHWAY ADMINISTRATION WHEREAS, since its inception in 1965, over three million dollars in federal, state and local funds have been expended in the development of Exit Glacier Road (formerly Resurrection River Road) as a regional tourism development project; and WHEREAS, as evidenced by the tens of thousands of people who annually visit Exit Glacier, this road is an important key to the local tourism industry; and WHEREAS, although the primary purpose for the upgrade of Exit Glacier Road is to provide safe access to the Kenai Fjords National Park and the Chugach National Forest, mile 0 - 1.5 provides access to a number of homes and subdivisions; and WHEREAS, the City of Seward has long been a proponent of the Exit Glacier Road project, is a co-permittee with the Kenai peninsula Borough for a portion of the road, and is a member of the Social, Economic and Environmental (SEE) Team which was tasked with facilitating data collection and interagency co-ordination for the planned upgrade of Exit Glacier Road; and WHEREAS, a preferred alternative has been identified in the Environmental Assessment report, which bypasses the first mile and one half of the existing road in favor of a safer and less environmentally sensitive route; and WHEREAS, the State of Alaska, which is tasked with maintenance of Exit Glacier Road has stated that due to budget constraints, it will continue to maintain the road either in its present location or in an alternate location, but not both; and WHEREAS, although the city concurs with the SEE Team's identified preferred alternative route, it recognizes the concerns of the local residents with regard to future road maintenance adjustments caused by the proposed route relocation. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. CITY OF SEWARD, ALASKA RESOLUTION NO. 90-145 aged to come to an agreement on the maintenance of alternative routings within the first mile and one half of Exit Glacier Road. Section 2. It concurs with the preferred alternative as outlined in the Exit Glacier Road Environmental Assessment Report and encourages the Federal Highway Administration to proceed with the project design as quickly as possible in order to take advantage of any available federal monies or programs and to allow local governments to seek matching funds. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 26th day of November, 1990.
