Sponsored by: Schaefermever CITY OF SEWARD, ALASKA RESOLUTION NO. 90-097 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, PROVIDING MATCHING FUNDS FOR MODEL TESTING OF A WAVE BARRIER SUITABLE FOR THE SEWARD SMALL BOAT HARBOR WHEREAS, the city of Seward desires to expand the Seward Small Boat Harbor to increase the number of moorages for recreational and commercial vessels; and WHEREAS, the state of Alaska Marine Highway System desires to construct a new ferry terminal dock in conjunction with the proposed harbor expansion; and WHEREAS, the University of Alaska, Institute of Marine Science, desires moorage space for a new research vessel within the expanded harbor; and WHEREAS, the feasibility of expanding the Seward Small Boat Harbor may depend upon development and use of a permeable waver barrier instead of a rubble mound breakwater; and WHEREAS, the engineering firm of Peratrovich, Nottingham and Drage, Inc., has experience in designing such a structure and have drafted a pre-proposal project summary for submission to the Alaska Science and Technology Foundation for funding a model study of the proposed permeable waver barrier for an estimated total cost of $200,000; and WHEREAS, the city or others must match the contribution of the Alaska Science and Technology Foundation with a total contribution of $100,000, or 50% of the total study cost; and WHEREAS, peratrovich, Nottingham and Drage, Inc., and the university of Alaska have each committed to contribute $25,000 towards the study; and WHEREAS, this funding can be considered as contribution in aid toward the cost of a Corp of Engineers Feasibility Study if paid after the feasibility study agreement is complete; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to transfer the sum of Twenty-Five Thousand Dollars ($25,000) from the Harbor Fund Balance Account No. 401-3070 to the Small Boat Harbor South -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 90-097 Expansion Account No. 275-2750-4680-0400 for the purpose of providing matching funds for a permeable wave barrier study, and the budget is amended accordingly. Section 2. Be it further resolved that the city of Seward hereby commits to provide twenty-five percent (25%), not to exceed $25,000.00, of the total matching funds required by the Alaska Science and Technology Foundation for funding the permeable wave barrier study. Section 3. The city's share of the matching funds provided in Section 2, above, shall be paid only after an agreement for the project feasibility study has been completed with the Corp of Engineers and it is certain the expense will be considered as Contribution in Kind toward the city's share of the cost of said feasibility study. section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th day of August, 1990.
