RESOLUTION 2000-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AMEND THE CITY
OF SEWARD ELECTRICAL TARIFF, EFFECTIVE APRIL 1, 2000, BY
DECREASING THE TARIFF FOR ALL CUSTOMER CLASSES, WITH THE
EXCEPTION OF INDUSTRIAL, AND YARD AND STREET LIGHTS
CUSTOMERS, BY APPROXIMA TEL Y SIX PERCENT
WHEREAS, The City of Seward negotiated a new Power Sales Contract with Chugach
Electric Association ("CEA") effective September 1, 1998; and
WHEREAS, The new contract has resulted in savings to the Electric Utility which can be
passed on to the customers in the form of a rate decrease; and
WHEREAS, The Council initiated an interim rate decrease of four percent (4%) effective
March 1, 1998, to pass some of the savings under the new CEA contract on to the customers; and,
WHEREAS, Council authorized a rate study for the Electrical Enterprise Fund to identifY
the appropriate rates for each customer class under the new CEA contract; and
WHEREAS, Peterson Consulting Group, Inc., has performed a rate study for the City of
Seward Electric Enterprise fund which recommends a new rate structure for the utility which fairly
allocates revenue requirements from each customer class and results in an overall decrease of
approximately six percent (6%) in all categories except Large Industrial and Yard and Street Lights;
and
WHEREAS, The Electrical Enterprise Fund is in good financial shape and can absorb the loss
of revenue resulting from this rate decrease;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Effective April 1, 2000, the Electrical Rates and Charges are amended as follows:

Demand Charges will be based on the maximum demand recorded over a IS-minute period, except, if
other provisions are included in a special contract.

This rate is based on the cost of energy and demand from Chugach Electric Association (CEA) plus 25%
and is subject to change at any time based on CEA rates charged to the City of Seward.
A Small General Service customer may elect to be billed under the Large General Service schedule;
however, the election to change the billing rate from one customer group to another may not be made more
often than once every 12 months.

Section 2. This resolution shall take effect immediately upon its adoption.
