CITY OF SEWARD, ALASKA
RESOLUTION NO. 90-106
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING CONTRACTS FOR
CONSTRUCTION OF A NEW CITY WELL NO. 5 IN
FORT RAYMOND WELL FIELD
WHEREAS, the city of Seward properly advertised for sealed
bids for construction of a new 12-inch water well; and
WHEREAS, two bids were received, and each bid exceeded the
engineer's estimate and funds appropriated for the project; and
WHEREAS, the City Council authorized the City Manager to
negotiate a contract or contracts with contractors qualified to do
the work; and
WHEREAS, after negotiating with Frank Kraxberger of Kraxberger
Drilling, Rick Jones of Woodrow Drilling and Construction, Dan
Murphy of Danlin Construction, Inc., and Wayne Ambacher of Air Tek,
Inc., it has been determined the least costly project will include
separate contracts with Woodrow Drilling, Danlin Construction, Air
Tek and another contractor to provide underground lines and
mechanical work to be supervised and assisted by the city of Seward
Water Department; and
WHEREAS, the best total project estimate is now $114,953.50,
and only $90,000.00 has been appropriated for the project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to reject all bids
submitted on August 17, 1990, for construction of Ft. Raymond Well
Field Water Well No.5.
Section 2. The sum of $25,000.00 is hereby appropriated from
the Water and Sewer Fund Balance No. 701-3070 to Project Account
No. 265-2650-4680-0400, and the budgets are amended accordingly.
Section 3. The City Council finds it in the public interest
to waive competitive bidding and award a contract to Woodrow
Drilling and Construction to drill and construct a well, well pad
and security fence for an amount not to exceed $45,263.00.
Section 4. The City Council finds it in the public interest
to waive competitive bidding and award a contract to Air Tek, Inc.,

for an amount not to exceed $18,950.00 to provide electrical work
for Ft. Raymond Well Field Water Well No.5.
Section 5. The City Council finds it in the public interest
to authorize the City Manager to negotiate and award other
contracts in amounts less than $10,000.00 for other work necessary
to construct Water Well No.5.
Section 6. This resolution shall take effect immediately upon
its adoption.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 10th day of September, 1990.
