Sponsored by: Noll/Schaefermever CITY OF SEWARD, ALASKA RESOLUTION NO. 90-118 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, CALLING FOR THE NORTH PACIFIC FISHERIES MANAGEMENT COUNCIL AND OTHER STATE AND FEDERAL REGULATORS TO APPROVE A LIMITED ACCESS CONCEPT FOR ROCKFISH SPECIES IN THE GULF OF ALASKA WHEREAS, the City of Seward in conjunction with the State of Alaska and the U.S. Department of Commerce, Economic Development Administration have approved and funded infrastructure improvements to support Fisheries Development in Seward, Alaska; and WHEREAS, a proliferation of large catcher processor fishing vessels jeopardizes Federal, State, and Local efforts to promote jobs and economic activity in Alaska for fish processing; and WHEREAS, species identification is different for Gulf of Alaska and Bering Seal Aleutian Islands caught Rockfish adding to the confusion in reporting and management of the resource; and WHEREAS, there presently exists uncertainty in stock assess- ment due to varying specie classification and accounting difficul- ties; and WHEREAS, there presently exists the threat of destructive over-harvesting due to poor resource management and confused species classified and accounting; and WHEREAS, an Council's schedule this time; and emergency exists sufficient to advance the for adoption of limited access for rockfish at WHEREAS, traditional Council management tools may not be able to manage the rockfish resource when the fishery effort is expanding as fast as is currently the case; and WHEREAS, fisherman, communities and the entities that rely on a healthy fishing industry in the State of Alaska are facing economic disaster due to an explosive increase in on-water processing capacity; and WHEREAS, a limited access program targeted towards certain species of rockfish may save the rockfish resource from the disastrous effects of over-fishing brought about by too great a fishing effort in the Gulf of Alaska; and -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 90-118 WHEREAS, an immediate moratorium on new entrants into the Gulf of Alaska rockfish fishery, in addition to a comprehension ITQ management system may allow continued management and utilization of the fish resource; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is hereby authorized to present testimony to the North Pacific Fisheries Management Council calling for the implementation of a limited access program for Rockfish in the Gulf of Alaska. Section 2. The City of Seward supports the Fishery Management Plan Amendment Proposal submitted by Fishing Company of Alaska to the Director, Alaska Region of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 24th day of September, 1990.
