RESOLUTION 2000-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE HARBOR UPLANDS PLATTING PRO-
JECT, APPROPRIATING FUNDS FROM THE HARBOR RETAINED
EARNINGS FUND FOR THE PROJECT AND AWARDING A CONTRACT
TO INTEGRITY SURVEYS FOR AN AMOUNT NOT TO EXCEED $7,500
FOR COMPLETION OF THE HARBOR UPLANDS PLATTING PROJECT
WHEREAS, the City of Seward owns most of the uplands surrounding the Seward Small
Boat Harbor; and
WHEREAS, a significant amount ofthis property is leased on a long term basis, and the
remainder is used for parking, fire/access lanes, and the harbormaster building and plaza; and
WHEREAS, much of the leased land in the harbor has not been properly platted to
identify the various lease sites; and
WHEREAS, the lack of platted lot lines and dedicated right-of-ways has resulted in
problems with building and fire code reviews, assigning street addresses and identifying lease
sites; and
WHEREAS, as a land owner the City has a responsibility to properly survey and plat the
City owned harbor uplands; and
WHEREAS, at its May 9, 2000 meeting, the Planning and Zoning Commission reviewed
and recommended City Council approval of the proposed harbor platting project; and
WHEREAS, as authorized by Seward City Code 6.10.115, and 6.10.120, a competitive
procurement procedure is not required by professional services such as surveying; and
WHEREAS, Integrity Surveys has the professional experience, qualifications, and
required insurance necessary to complete the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Council hereby approves the Harbor Plat Project with a total
estimated project cost of$II,OOO.OO.

Section 2. Funds in the amount of seven thousand dollars ($7,000.00) are hereby
appropriated from the Small Boat Harbor Enterprise Fund Retained Earnings Account 401-0000-
3050 to the Small Boat Harbor Enterprise Fund Account 401-4360-5390.
Section 3. The City Manager is authorized to enter into a professional services contract
on behalf of the City of Seward with Integrity Surveys for an amount not to exceed $7,500 for
completion of the Harbor Platting Project.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 12
day ofJune, 2000.
