RESOLUTION 2000-054
A RESOLUTION OF mE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES CONTRACT WITH URS/DAMES AND
MOORE FOR PROFESSIONAL PLANNING SERVICES TO UPDATE THE
COMPREHENSIVE PLAN
WHEREAS, the Seward Comprehensive Plan was last updated in 1990, and provides a guide
for community development pertaining to land use, transportation facilities, economic development,
public facilities and services; and
WHEREAS, there is a need to update the Comprehensive Plan since many ofthe strategies
articulated in the 1990 document have been completed, and others are no longer applicable due to
changed circumstances; and
WHEREAS, the City of Seward received $30,000 from the Kenai Peninsula Borough in 1998
in order to update the Comprehensive Plan; and
WHEREAS, the 1998 community vision project, which culminated in the development of
the 1999 Strategic Plan, recommended revision of the Comprehensive Plan in accordance with the
goal to "Maintain Comprehensive and Land Use Plans that Reflect and Achieve the Community's
Vision through continued public input"; and
WHEREAS, in response to a request from the City (as authorized by Seward City Code
6.10.115 & 6.10.120 which exempts professional services from the competitive procurement
procedures), URS/Dames and Moore submitted .a proposal to assist the City in preparing a
Comprehensive Plan Revision within the project budget; and
WHEREAS, the City believes this proposal is equitable for both parties, is in the best interest
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a professional services agreement
with URS/Dames and Moore for planning services in an amount not to exceed $26,000 for
completion of the Comprehensive Plan Revision.
Section 2. This resolution shall take effect immediately upon its adoption.
