OPENING CEREMONY Capra led the pledge of allegiance to the flag. Capra moved Unfinished Business Item C to the Regular Meeting Agenda. Motion Passed. Without objection. Skibeness stated that the December 13, 1995, regular meeting minutes were approved as written; and Commission recommendation that the City Council approve a resolution to place the Jesse Lee Home on the Seward Register of Historic Places was approved. UNFINISHED BUSINESS 1996 Seward Historic Preservation Award James stated that, in order for the City Council to award the Historic Preservation Award to a recipient in March, the Commission needed to take responsibility for the project. She recommended that the Commission re-schedule the nomination submittal deadline to February 16, 1996. It was the consensus of the Commission to re-schedule the nomination submittal deadline for the Seward Historic Preservation Award to February 16, 1996, in order to allow time to publicize the activity. Capra volunteered to contact the Seward Phoenix Log and Seward Cablevision regarding the annual award. Seavey agreed to discuss the project at the next Resurrection Bay Historical Society meeting. 58 City of Seward, Alaska January 17, 1996 Historic Preservation Commission Minutes Volume 1, Page 58 Galvano volunteered to contact the local service agencies regarding the project. I It was the consensus of the Commission to purchase a plaque with numerous name plates to recognize the recipients of the Historic Preservation Award. The Commission agreed that the plaque should include both the city logo and the Phoenix bicentennial logo. NEW BUSINESS Alaska SeaLife Center Archaeological Testing Update Capra requested that the Commission consider nominating the Lowell Homestead to the National Register of Historic Places as a future project. Plan for Artifacts Discovered During the Alaska SeaLife Center Project Archaeological Testing Martin stated that at the last meeting there were questions from the Commission regarding the status of the artifacts discovered during the Alaska SeaLife Center project. He stated that currently, Mike Yarborough, Cultural Resource Consultants, was in possession of the materials and had agreed to hold them until his work on the project was complete. He added that the I Seward Association for the Advancement of Marine Science intended to turn the artifacts over to the City of Seward when the testing was complete, however, the City did not have the appropriate facilities for the long term care and maintenance of the resources. Capra requested information on these requirements for the long term care and protection of the archaeological resources. He questioned whether or not the local museum was interested in the long term care and management of the resources. Skibeness suspended the rules in order to allow Lee Poleske, Resurrection Bay Historical Society and Museum president, to answer questions from the Commission. Poleske stated that storage space was limited at the museum, and unless something of interest was discovered, the museum was not particularly interested in the artifacts. He added that it was possible that the museum would provide for the long term care of the artifacts if no other storage could be located. Exxon Valdez Oil Spill Project - Comprehensive Community Plan for Restoration of Archaeological Resources in Prince William Sound and Lower Cook Inlet James stated that the administration was not clear on the purpose of the plan. She noted I that any comments would be forwarded to the project coordinator. Capra expressed his support of the project. He requested that the Commission conduct meetings as necessary during that time. Skibeness expressed her preference for an agenda driven rather than calendar driven work schedule. It was the consensus of the Commission to cancel the March, April, May and June regular meetings and conduct a work session on April 17th in order to draft a local historic register nomination for the Alaska Commercial Company building. ADMINISTRATION REPORTS James stated that the draft Seward Historic Preservation Plan was submitted to the State Historic Preservation Office by the December 31 deadline. She added that the grant agreement stipulated that SHPO would review and return the document within 30 days. She noted that all work on the project must be completed by March 31, 1996. Martin requested that the commission provide staff with facts and information to include in a City Council resolution supporting Alaska history as a high school graduation requirement. CITIZENS' DISCUSSION LEE POLESKE, Resurrection Bay Historical Society and Museum president, 336 Third Avenue, stated that the purpose of the Comprehensive Community Plan for Restoration of Archaeological Resources in Prince William Sound and Lower Cook Inlet was to apply for restoration project funding from the Exxon Valdez Oil Spill Project. He stated that Resurrection Bay Historical Society and Museum had identified archaeological research in the Resurrection Bay area as a priority for the Seward area. Skibeness requested that the Endangered Historic Properties Nomination be added to the Regular Meeting Agenda under New Business Item F. The Public Hearing on the Historic Preservation Plan was deleted since the Commission held an informal work session with the public prior to the meeting. Martin noted Items C, D and E should be on the Consent Agenda. Wiley moved New Business, E, to the Regular Agenda. I I. Without objection Skibeness noted the consent agenda items as follows: Seward Meridian-Seward Base Line Survey Monument Historic Dedication was noted for information; Seward 1995 Certified Local Government (CLG) Report was noted for information; and The January 17, 1996 regular meeting minutes were approved as written. UNFINISHED BUSINESS Annual Seward Historic Preservation Award Skibeness acknowledged one nomination for Virginia Darling and suggested accepting additional nominations from Commissioners based on previous Commission discussion. Galvano and Wiley were uncomfortable with extending the deadline. Capra favored extension in order to increase public awareness and interest. Capra supported allowing additional nominations this year only since it was the first year of the program. Skibeness suspended the rules with no objection from the Commission. Discussion ensued regarding the requirement to obtain the nominee I s permission prior to nomination. It was suggested nominations be allowed without approval contingent upon acceptance after selection. MOTION (Skibeness/Seavey) Open the nominations for the Annual Seward Preservation Award. Motion Passed. YES: Capra, Seavey, Skibeness NO: Galvano, Wiley MOTION (Skibeness/Seavey) Eliminate the requirement to receive ap- proval from nominee prior to nomination. Motion Passed. I Capra noted the bibliographies of historical works and stated much of Barry's work was used for research. Wiley stated Barry would be releasing another book this summer. He supported her nomination but cautioned the Commission about nominating several people this first year. He stated this would reduce the number of recipients in future years. Skibeness noted past discussions about honoring those who should have been acknowl- edged years ago. She added awareness of and progress toward preservation would hopefully generate new candidates every year. VOTE ON MOTION Motion Passed. YES: Capra, Seavey, Skibeness, Wiley NO: Galvano MOTION (Skibeness/Capra) Nominate Billy Blackjack Johnson for the 1996 award. I' Capra considered the nomination appropriate after all the work with the Jesse Lee Home this year. He noted Johnson's book, Shelter from the Storm, on the Jesse Lee Home was not readily available but should be. He added this may be the only book about the Jesse Lee Home written by a resident. VOTE ON MOTION Motion Passed. YES: Capra, Seavey, Skibeness NO: Galvano, Wiley MOTION (Seavey/Capra) Nominate Margaret (Jackie) Deck for the 1996 award. Capra stated that Deck had made at least two significant contributions: 1) obtained a grant to index old Seward newspapers; and 2) collected items after the 1964 Earthquake disaster. Seavey noted she had operated the library at nominal expense for years and faithfully showed the earthquake movie each day throughout the summers. Galvano noted that the only reason she voted no was because the nominations were not I made by the posted deadline. YEs: Capra, Seavey, Skibeness NO: Galvano, Wiley Wiley stated Bovey Trophy could prepare a plaque honoring the recipients. He noted the plaque would include the words "Seward Historical Preservation Award," 24 name plates, the city logo and the Phoenix anniversary logo. He added the Phoenix logo could also be adopted as the Commission's logo. Also, a framed proclamation will be given to each recipient by the Mayor. He suggested displaying the plaque. along with a plaque listing the Seward Register of Historic Places, at City Hall. It was the consensus of the Commission to recommend the purchase of plaques to recognize the recipients of the Historic Preservation A ward and the Seward Register of Historic Places. NEW BUSINESS Kenai Peninsula Borough Graduation Requirements MOTION (Capra/Seavey) Recommend City Council adoption of a resolution supporting Alaska history as a high school graduation requirement for the Kenai Peninsula Borough. Motion Passed. Unanimous Parks and Recreation Department Proposed Seward Historic Brochure Commission was requested to select ten items for the brochure. Commissioners suggested the Museum, Iditarod Trail, Seward's National Historic Registry buildings, other historic buildings, Mt. Marathon Race, famous Sewardites, famous visitors, Seward books and magazines, old Seward businesses, military presence, Jesse Lee Home, the Sanitorium, the Downtown District, the Depot and Seward's link with the Railroad as the "Gateway to Alaska", the 1964 Earthquake, St. Peters Church, highlights from the Historic Walking Tour and Geographic names linked to Seward's history. It was the consensus of the Commission to submit the entire list. Endaneered Historic Properties Nomination Skibeness stated that the Alaska Association for Historic Places had sent nomination forms for endangered historic properties. 64 City of Seward, Alaska February 21, 1996 Historic Preservation Commission Minutes Volume 1, Page 64 Capra suggested St. Peters Episcopal Church as a nomination. Skibeness suggested the Jesse Lee Home which was on the National Register. Galvano noted Jesse Lee had been on the list for several years but was taken off last year because of the possible purchase by the Seniors. She recalled that there was a small grant available for historic resources listed on the endangered properties which could help St. Peters. Skibeness stated that State Historic Preservation Office had asked the Commission to nominate the Depot. A recommendation for the Depot had been presented and approved by Council. She added any individual or preservation organization could make a nomination. Capra believed the Depot was also appropriate since a combination of city funds, donations and matching grant funds may help with the restoration. Wiley indicated more than one property nomination could be made. He was concerned because the Depot was not as endangered as the Jesse Lee Home. MOTION (Skibeness/Seavey) Commission nominate more than one property for the endangered properties list. Motion Passed. Unanimous. Seavey suggested prioritizing St. Peters Church first and the Jesse Lee Home second. Capra suggested adding the Depot due to its location and the development of the Alaska SeaLife Center. It was the consensus of the Commission to nominate St. Peters (1), Jesse Lee Home (2) and the Depot (3) to the State of Alaska Endangered Properties List. 2/20/96 Letter from Tim Sczawinski to City Council regarding Alaska SeaLife Center Archeological Monitoring Skibeness suspended the rules with no objection from the Commission. Capra suggested inviting Yarborough (archeologist) to meet with the commission again after remaining test holes were complete. ADMINISTRATION REPORTS Martin discussed preparation of a proposal to officially name local creeks. He stated examples of misidentifications by surveyors and others included labeling Kwechak or Glacier I I I I I I 65 City of Seward, Alaska February 21, 1996 Historic Preservation Commission Minutes Volume 1, Page 65 Creek as Salmon Creek by the USGS. He also noted Box Canyon, Clear, Sawmill, and Rudolph/Scheffler Creeks were not official names, and this would be an opportunity to revive historical names. He discussed the need for clarifiying street names as part of the 911 enhancement system. COMMISSION DISCUSSION WILEY stated the Governor's bill on matching grants included $20,842 for Seward Historical Records Preservation in addition to an allocation for the museum. He encouraged lobbying majority legislative members at constituent meetings on Thursday nights. SKIBENESS complimented Martin on the Historic Preservation Plan. She noted the Commission schedule canceling the March, May and June meetings with a work session in April. She stated the Commission could call a special meeting if needed. CITIZENS' DISCUSSION LEE POLESKE, Resurrection Bay Historical Society and Museum president, 336 Third Avenue, also complemented the Plan especially the contractor's efforts to obtain public input including a public meeting and survey. He could not recall any previous efforts to poll citizens on historic preservation. He added the plan was practical and reflected the town's idealism. He also acknowledged Martin's contribution to the plan. He then questioned the need for the historic brochure to be published by the Parks and Recreation Department. He asked if it would replace or supplement the walking tour, Iditarod brochure or the visitor's guide. COMMISSION & ADMINISTRATION RESPONSE TO CITIZEN'S COMMENTS GALVANO stated she was proud a Town Meeting was held in preparation for the Plan. MARTIN noted the City Manager had directed the Parks and Recreation Department to produce the brochure. He didn not know any further details. Page 66 CALL TO ORDER The July 24, 1996, regular meeting of the Seward Historic Preservation Commission was called to order at 7:30 p.m. by Vice Chairman Dan Seavey. OPENING CEREMONY Mulholland led the pledge of allegiance to the flag. ROLL CALL There were present: Dan Seavey, presiding, and Doug Capra Donna Kowalski Glenn Hart Faye Mulholland comprising a quorum of the Commission; and Kerry Martin, Community Development Director Rachel James, Planning Assistant ABSENT was: Virginia Darling (excused) Jeanne Galvano (excused) SPECIAL ORDERS, PRESENTATIONS AND REPORTS City Administration Report James asked if any of the Commissioners were interested I I I 67 City of Seward, Alaska July 24, 1996 Historic Preservation Commission Minutes Volume 1, Page 67 I in working on a Council appointed committee assigned to establish and recommend rules and regulations for the City Cemetery. She stated that the Planning & Zoning Commission had recommended City Council approval of a request to amend the land use plan and rezone Lots 1- 16, Block 8, Original Townsite of Seward to Central Business District. She noted that four of the structures within the proposed area were listed on the Seward Historical Site Inventory. She added that the Council would hold a public hearing and take action on the proposal at its August 12th meeting. She welcomed Mulholland and Hart to the Commission. Dan Claugus~ Jesse Lee Home Renovation PrQject Developer Claugus discussed plans to develop the Jesse Lee Home as a non-profit institution which would provide vocational training and employment for Alaskan high school students. He reviewed the initial plans for the Home's renovation which included reconstructing the Balto Building. He stated that the reconstructed Balto Building would house the proposed hotel and the existing building would contain the dining area, gift shop, museum and living quarters for the employees. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING None I APPROVAL OF AGENDA AND CONSENT AGENDA MOTION (Kowalski/Mulholland) Approve the Agenda and Consent Agenda. Kowalski requested that the February meeting minutes reflect an excused absence as she had given notice that she would be absent. Capra requested that the proposed land use plan amendment and rezone of Lots 1-16, Block 8, Original Townsite of Seward be added to the agenda under New Business. Motion Passed. Without objection The Planning Assistant read the titles of the following consent agenda items: A summary of the draft Community Plan for the Restoration of Archaeological Resources in Prince William Sound and Lower Cook Inlet was noted for information, The February 21, 1996, regular meeting minutes were approved as written, I A publication from The Alaska Association for Historic Preservation listing the 1996 Ten Most Endangered Properties, including: S1. Peter's Episcopal Church and the Railroad Depot was noted for information, Documents regarding the Alaska SeaLife Center Archaeological Monitoring and Section 68 City of Seward, Alaska July 24, 1996 Historic Preservation Commission Minutes Volume I, Page 68 106 compliance were noted for information, and A letter from Margaret Deck expressing her appreciation for being selected for the first annual Seward Historic Preservation A ward was noted for information. PUBLIC HEARINGS Resolution No. 96-01, recommending the Seward Community Cemeteries Management Action Plan to the City Council for adoption James noted that the Seward Community Cemeteries Management Action Plan was adopted by the City Council at its June 24th meeting. Notice of the public hearing as posted and published as required by law was noted, and the public hearing was opened. No one appeared in order to be heard and the public hearing was closed. MOTION (Kowalski/Capra) Approve Resolution No. 96-01. Motion Passed. Unanimous Resolution No. 96-02, recommending the Seward Historic Preservation Plan to the City Council for adoption James stated that the Office of History and Archaeology (aHA) had reviewed the final draft and the administration expected to receive their final comments next week. She added that Janet Clemens, CLG Coordinator in the Office of History and Archaeology, had stated that all of aHA's comments were addressed in the final draft. She noted that the administration anticipated only typographical and factual corrections, prior to forwarding the plan to the City Council for approval. Notice of the public hearing as posted and published as required by law was noted, and the public hearing was opened. No one appeared in order to be heard and the public hearing was closed. MOTION (Mulholland/Kowalski) Approve Resolution No. 96-02. Motion Passed. Unanimous UNFINISHED BUSINESS Local Register Application Revision The Commission reviewed the modified Local Register Application. Cemetery Historic Preservation Grant Proposal Update James stated that the Office of History and Archaeology had informed the administration that the State Historic Preservation Commission had recommended against approving the city's grant proposal to survey, map and inventory the City Cemetery because the project was not entirely preservation oriented. She added that the Commission had recommended a grant award of $1,665.00 for a preservation oriented project. Capra suggested using the grant funds to generate an obituary index from the Seward Gateway newspapers. NEW BUSINESS Election of Chairman Capra nominated Donna Kowalski as Chairman, the motion was seconded by Mulholland. Kowalski nominated Doug Capra who declined. Nominations were closed and a unanimous ballot was cast for Kowalski. Election of Vice Chairman Kowalski nominated Dan Seavey as Vice Chairman who declined. Kowalski nominated Doug Capra, the motion was seconded by Mulholland. Nominations were closed and a unanimous ballot was cast for Capra. Following the election, Seavey handed the gavel to Kowalski, who chaired the remainder of the meeting. Proposed Land Use Plan Amendment and Rezone of Lots 1-16. Block 8. Original Townsite of Seward Capra stated that, although he was not opposed to the proposed rezone because the historic character of the block was commercial, he was concerned that a rezone to Central Business District would negatively effect the structures in the subject area which were listed on the Seward Historical Site Inventory. Seavey stated that rezoning the property to Central Business District, which required no setbacks and allowed construction over one hundred percent of the property, would encourage the demise of the historic buildings. Mulholland and Kowalski agreed. He questioned why the property owners requested the rezone if there were no specific development plans for the property. 70 City of Seward, Alaska July 24, 1996 Historic Preservation Commission Minutes Volume 1, Page 70 Capra requested that the commission encourage the property owners to maintain their historic structures. I It was the consensus of the Commission to support the proposed rezone and present the following comments and recommendations to the property owners and City Council. 1. Encourage the property owners to not use the Central Business District Zoning, which requires no setbacks and allows construction over one hundred percent of the property, as an incentive to destroy or remove the existing historic buildings. 2. Encourage the adaptive re-use, rehabilitation and maintenance of the historic structures for any future commercial uses. 3. Recognize that one of the objectives of the proposed Seward Historic Preservation Plan was to maintain open communication between the Historic Preservation Commission, the City Council, and the Planning and Zoning Commission. MOTION (Seavey/Mulholland) Direct the administration to draft a memorandum to the City Council outlining the commission's comments regarding the proposed rezone. I Motion Passed. Unanimous COMMISSION COMMENTS SEAVEY stated that the Iditarod Trailblazers were submitting a grant proposal to extend the existing bike path from the Seward Ir/Sr High School entrance on Swetmann Avenue to the corner of Hemlock Street and the Seward Highway. MULHOLLAND stated that she anticipated the completion of a local register application for the Seward Commercial Company building by the Commission's next meeting. KOWALSKI stated that the Historic Preservation Plan was a well written document that was easy to read and understand. CITIZENS' COMMENTS LEE POLESKE, Apt. 2 Seward Trading Building, described the Alaska Gold Rush Centennial recognition program for pioneers and properties and requested that the Commission I promote the program. He added that the project would continue for a few years. He invited the Commission to attend the Seward Founder's Day celebration on August 28th at the museum. Martin stated the Chugach Heritage Foundation had submitted a revised draft of the "Comprehensive Community Plan for the Restoration of Archaeological Resources in Prince William Sound and Lower Cook Inlet," He noted that the plan was being completed for the Exxon Valdez Oil Spill Trustee Council. UNFINISHED BUSINESS FY'96 Historic Preservation Fund Grant James stated that the Alaska Historical Commission awarded the City a FY'96 Historic Preservation Fund matching grant for $1,665.00. She stated that the Commission needed to choose a project that would fit the grant award. She requested that one or two Commissioners volunteer to coordinate with the administration and Office of History and Archaeology in I developing the project's scope of work and budget. Galvano suggested indexing the obituaries in the Seward Gateway for a certain time frame. It was the consensus of the Commission to utilize the FY '96 Historic Preservation Grant Funds to complete a five year index (1910-1915) of obituaries from the Seward Gatew~ Newspaper. As an alternate project, the Commission recommended using the grant funds to purchase plaques for buildings placed on the Seward Local Historic Register. NEW BUSINESS FY' 97 Historic Preservation Fund Grant James stated that applications for FY'97 Historic Preservation Fund Grant projects were due in the Office of History and Archaeology on October 14, 1996. Capra recommended that the project focus on restoring Hoben Park. Galvano questioned whether or not it was possible for the grant application to be completed by the October 14th deadline. The Commission discussed various projects that would aid in restoring Hoben Park. Galvano stated that a feasibility study for the rehabilitation of Hoben Park was needed. It was the consensus of the Commission to apply for FY '97 Historic Preservation Grant Funds to complete a feasibility study for the restoration of Hoben Park. Railroad Depot Building (Requested by Commissioner Mulholland) Mulholland expressed concern about the Railroad Depot building sitting vacant and without heat until the property was leased. Martin noted that the deadline for submitted lease proposals for the building was extended until October 30, 1996. He added that after the successful proposer was chosen, the lease negotiations would probably be finalized in January or February. The Commission directed the administration to forward a letter to the City Council expressing the Commission's concern regarding the possibility of the historic railroad depot remaining vacant without heat throughout most of the winter. COMMISSION COMMENTS 74 City of Seward, Alaska September 18. 1996 Historic Preservation Commission Minutes Volume 1, Page 74 CAPRA mentioned that he was instructing a Seward History Class for the Kenai Peninsula College. He noted that a new collection of historic photographs were recently donated to the Seward Museum. CITIZENS' COMMENTS LEE POLESKE, 502 Seward Trading Building, stated that the Commission had previously discussed creating a resource which would identify where to find historical information. He noted that no efforts had been made to accomplish that project. He stated that the Commission should examine the city I s disaster plan with regard to protecting the local historic resources including the library and the museum. DAVE DERUWE, 529 First A venue, commented that the recommendations of the Downtown Vision '98 Committee would primarily benefit the local businesses and would not necessarily enhance the quality of life for residents. CAROL CHAUDIERE, 1129 Cliff View Place, opposed the administration's recommendation to consider transitioning the Historic Preservation Commission duties under the Planning and Zoning Commission. She noted that the P&Z Commission did not have enough time to address historic preservation issues. I TOM OSBORNE, 102 Madison, discussed a current planning and zoning issue regarding the residential neighborhood along First and Second A venue. He requested that the Commission examine the historic character of the area and recommend that it remain zoned single-family residential. DAVE DERUWE, 517 First Avenue, stated that the area along First and Second Avenue was historically single-family residential. He requested that the commission forward a resolution to the P & Z Commission and the Council recommending the preservation of the historic single- family residential neighborhood along First and Second Avenue. UNFINISHED BUSINESS Hoben Park Restoration Plan Capra recommended against the Commission taking on a project to restore Hoben Park. He stated that the project was beyond the scope of the Commission. He noted that there were numerous other public and private entities interested in developing, renovating and/or restoring the historic park. He recommended that the Commission submit a National Register nomination for Hoben Park. In response to a question from Mulholland, Capra stated that if the park was placed on the National Register it would aid in protecting its historic integrity. Kowalski stated that she supported the restoration of Hoben Park to its original state, however, she did not believe it was the Commission I s responsibility to actually restore the park. She supported the Parks and Recreation Department's involvement in restoring Hoben Park. Martin reviewed the purpose of the Historic Preservation Commission. He stated that the Commission needed to determine how often they wanted to meet and establish a work plan for the upcoming year. He noted that the administration's role with regard to the Commission was to provide administrative support through agenda and packet preparation, grant administration, clerical services and maintaining preservation information records. He noted that staff did not have the expertise or the time to perform historic research. Yanez recommended that the Commission make a statement regarding Hoben Park and request that any future renovation or restoration work be reviewed and approved by the Commission. It was the consensus of the Commission to not complete a restoration plan for Hoben Park. Motion Passed. Unanimous Geographic Names Capra recommended that the Commission research geographic name proposals on an individual basis. There was no objection from the Commission. NEW BUSINESS 1997 Meeting Schedule & Work Plan Capra recommended that this item be postponed until the January 15. 1997, meeting. He I agreed with the public comments that the Commission needed to focus its efforts on completing one project at a time. Mulholland stated that she did not want to see the Commission dissolved. She supported the Commission setting priorities for the next year. Capra requested that the Commission review planning and zoning issues regarding historic property prior to action by the Planning & Zoning Commission. In response to a question from KOWALSKI, YANEZ stated that the Public Works Superintendent had recommended against turning on the furnace in the Railroad Depot Building, due to a possible fire hazard. He noted that the building had been winterized.
