RESOLUTION 2003-03
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION COMMISSION,
RECOMMENDING CITY COUNCIL AUTHORIZATION TO SUBMIT TO THE STATE
OF ALASKA, DEPARTMENT OF NATURAL RESOURCES, AN APPLICATION FOR A
HISTORIC PRESERVATION FUND GRANT TO UPDATE THE SEWARD HISTORIC
PRESERVATION PLAN (1996)
WHEREAS, pursuant to the National Park Service Historic Preservation Act of1966, certain
federal share matching grants for historic preservation projects are available to certified local
governments; and
WHEREAS, it is the responsibility of the Historic Preservation Commission to develop and
maintain the Seward Historic Preservation Plan; and
WHEREAS, Phase I of the Seward Historical Preservation Plan was completed in 1993 and
Phase II was completed and approved by Council in 1996; and
WHEREAS, a subsequent phase of the Plan is needed to provide current and archival photos
and more historical detail for the one hundred and eighty three (183) structures listed on the Seward
Historical Site Inventory; and
WHEREAS, a subsequent phase of the Plan is also needed to provide recommendations on
specific actions which can be taken to accomplish the Goals and Objectives ofthe prior phases; and
WHEREAS, the Seward Historic Preservation Commission passed a motion of support at the
September 24, 2003 meeting and propose applying for a historic preservation fund matching grant to
update the Seward Historic Preservation Plan approved in 1996; and
WHEREAS, the total project cost is estimated at $33,333.00, with a federal share of
$20,000.00, and a local match of$13,330.00. The City's match for this project will be provided by
cash, in-kind, and donated goods and services; and
WHEREAS, the grant will require City Council to provide $12,000.00 matching funds from
the General and $1,333.00 will be provided with in-kind donated labor.
NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation
