HomeMy WebLinkAboutRes1993-012 Sponsored by Staff CITY OF SEWARD, ALASKA PLANNING AND ZONING COMMISSION RESOLUTION NO. 93-012 A RESOLUTION OF THE SEWARD PLANNING AND ZONING COMMISSION, GRANTING A CONDITIONAL USE PERMIT TO BRAD SNOWDEN FOR DEVELOPMENT AND OPERATION OF A HOTEL ON ALASKA RAILROAD RIGHT OF WAY WITHIN THE SMALL BOAT HARBOR AS AUTHORIZED BY ~ 15.10.320 OF THE SEWARD CITY CODE WHEREAS, Brad Snowden has requested a Conditional Use Permit for development and operation of a hotel on Alaska Railroad right of way within the Small Boat Harbor area; and WHEREAS, an application meeting the requirements of City Code ~ 15.10.320 B. was submitted and received on April 15, 1993; and WHEREAS, the subject property is located on land zoned Harbor Commercial; and WHEREAS, a duly advertised public hearing, meeting the requirements of City Code ~ 15.01.040 was held by the Commission on May 5, 1993, and a second public hearing was conducted on June 2,1993; NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning Commission that: D. Section 1. The proposed use satisfies the conditions specified in SCC ~ 15.10.320 Section 2. The City Clerk is hereby authorized to issue a Conditional Use Permit to Brad Snowden for the development and operation of a hotel on Alaska Railroad Right of Way within the Seward Small Boat Harbor area immediately north of J Dock fire lane access and subject to the following conditions: a. A more detailed dimensioned site plan, coordinated with the city and the Alaska Railroad, will be submitted to the Commission for further review, comments and possible conditions. The plan must show: 1. specific street and sidewalk realignment; 2. impact on passenger rail spur length; Seward Planning and Zoning Commission Resolution No. 93-012 3. utility relocation; 4. property boundaries; 5. associated tideland development; 6. public parking spaces lost; 7. parking areas created; 8. specific easement location for public restrooms; 9. boardwalk/sidewalk route; 10. building dimensions and elevation heights; and 11. sign plan. b. In accordance with the Harbor Management Plan, applicant must extend the public boardwalk along the shoreline to a point that will access the train passenger shelter. c. The city will cooperate with applicant regarding the relocation of Fourth Avenue but will oppose any proposals to eliminate the Fourth Avenue access to Port Avenue. d. A replacement RV dump station will be provided by the applicant at either the Chamber of Commerce visitor center or on the Waterfront Park. e. All costs involved in relocating and paving Fourth Avenue and relocating the RV dump station and public utilities will be at other than city expense. f. A more detailed landscaping plan will be submitted to the Commission for review and approval. g. Parking areas will be paved. h. The applicant must provide the same number of parking spaces for the hotel as would be required if the project were located in the Auto Commercial zone. Section 3. This resolution shall take effect immediately upon its adoption.
