It is understood that, because of ground temperatures and availability of <br />asphalt contractors, paving may take place after the summer tourist season begins; <br />however, all paving will be completed prior to September 15, 1994. <br /> <br />7. The railroad passenger shelter and its associated bus loading zone must be <br />located in such a manner that passengers are not required to cross a street to access the <br />bus loading area. <br /> <br />Section 2.
