RESOLUTION 2003-25
A RESOLUTION OF THE SEWARD PLANNING AND ZONING
COMMISSION OF THE CITY OF SEWARD, ALASKA,
RECOMMENDING THE PLANNING COMMISSION PRIORITIES FOR
2004
WHEREAS, the Seward Planning and Zoning Commission participates in a joint work
session with Council every March to establish priorities; and
WHEREAS, the Commission held a work session October 21, 2003 in order to review
Commission priorities, provide status updates for ongoing activities and establish time lines for
actions; and
WHEREAS, the Commission recommends that Council approve the priorities for 2004
and be made aware of the status updates and recommended timelines; and
WHEREAS, at its December 2nd, 2003 meeting the Planning and Zoning Commission
reviewed and approved submission to Council ofthe recommended priorities.
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission that:
Section 1. The following list of priorities with status updates and timelines is hereby
recommended to the City Council for approval:
Planninl! Proiects
1. Comprehensive Plan Revision - In progress.
2. Capital Improvement Plan - Request that Capital Improvement Plan be part of the packet.
3. ADA Transition Plan - Add ADA review to building permit review and include it for
Certificate of Occupancy review.
4. ARRC Master Plan and Airport Master Plan - Maintain involvement with the process.
5. Land Use Plan - High Priority

Resolution 2003-25
Enforcement
1. Specific Packets with Checklists - When a building permit is applied for, issue the
development requirements for the zoning district under consideration.
2. Conditional Use Permits - Annually review and bring before the Commission.
3. Zoning Code Violations - Proactively evaluate methods to obtain compliance.
4. Improve Code Enforcement Tools - Study techniques necessary for issuance of
citations.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Seward Planning and Zoning Commission this 2nd day of
December, 2003.
