Upon roll call all councilmen present voted in the affirmative. Mr. Hay reported that a reply to the complaint a~ainst M~tealf And Smith had been filed. Earl Stewart of $75.00 for Lot 29, Block 26, 3ew- ard Townsite was read by the Clerk. It WAS moved by Mr. Lechner and seconded by Mr. Campen that the bid be accepted. Upon roll call all councilmen voting voted affirmatively. It was moved by Mr. ~atsjold and seconded by Mr. Loughead that salaries and obligations of SES as presented by the Clerk'be paid. Upon roll call all councilmen votin~ voted affirmatively. Mr. Campen moved ann l\ir. '..atsjold seconded that the salaries ar and obligations of the City of Seward as presented by the Clerk be Paid. Upon roll call all councilmen voting voted affirmatively. Acting Mayor Keating explained that there had been no reply from Mr. Meek for the reason that the letter to Mr. Meek had not been written. It \"las moved by vir. Lechner and seconded by j,lr. \iatsjold that letter be written to Mr. Meek concerning the Infantry Area of Fort Raymond. Upon ~oll call ell councilmen voting voted affirmatively. Mr. Ericson, City Treasurer, reported that check for last ~uarter mercantile licenses in amount of $222.~O had been received. Old Business. New Business. Non e . None. Committee Reports. There was no report on school by Mr. Lechner. Mr. Campen had no report on streets but did report the new Generating unit in readiness and he had been assured that the trans~ mission line would be available not later than 1/15/46. Mr. Cobban reported for the SES that there ~ere enough worth- ington parts fo complete overhaul on all three units. It was re- commended by Mr. Cobban thRt the bES take out some form of liabil- ity insurance on the SES employees. Mr. Campen as Chairman end Mr. Loughead were appointed on the committee to investigst Bna report. Mr. '~8tsjold for the Fire Committee reported no fires. Chief ~axwell reported that 379 meals had been served to city prisoners at 8 cost of twenty cents per meal. He requested that An ordinance be drawn up and passed renuiring the registration of fire arms in the city. Mr. GiVAn, ManRger of SL&P Rddressed the Council and reported that when he took over the management'he was informed that on or before uecember 1, 1945 Seward Light and Power would have installed new switchboard and additional lines. Later he was advised by the Mayor that the City of beward contemplated installation of 8 tele- ph~ne system and the ~L&P would be ordered off the streets. At the suggestion of Mayor ~tilwell the Council paused in rev- erent tribute to Mr. Ray. The minutes of the regular session of January 7, 1946 and of the special session of JAn~8ry 14, 194A were approved as read. --,. The request of Mr. Romack for a street light at the Junction pf Fifth and Ra ilroad Avenues and ./ashington street vms referred to th~-Utilities Committee. Mr. ..illiamF msde A neg8tive report on merchant patrol. A letter from Dr. Albrecht, Commissioner of Health, concerning the city's p8yment of the health nurses expenses was read by the Clerk who explained the action taken by the city in the past. This m8tter was referred to the Finance and Hospital Committees. A letter from the Regional Field Examiner of the anchorage Land Office concerning the power line to Fort Raymond wes read by the Clerk. No Rction necessAry. The following letter delte 1/21/46 and Addressed to the Common Council was read by th~ Clerk Gentlemen: ~ince tho publicGtions of misstatements in regcrd to the costs etc. of our new addition several questions concerning our payroll and other operational expense have come to my attention I would like to point out that for the last quarter of 1944 the payroll totaled $7,534.47. For the corresponding period in 1945 the total was .~ 8,546.00- A difference of 1,020.53. However in this period we have considerably increased the street lightin~ facilities - installed the new units - expanded our services to a point where we can gen- er811y help our customers to a better understanding that this sys- tem is theirs pnd can be 8 help to them if they prefer to use it. It was moved by Dr. ~agner, seconded by Mr. Keating pnd concurred by all councilmen present that the bill be paid. ~n expense bill by Mr. Keating of $~5.20 for travel was pre- by the Clerk. It was su~~ested by Mr. Campen that this bill be pre- sented to the SEb since the expense was incllrred for the SES. The Clerk called ~he attention of the Council to the appointment of judges and clerks for the special election to be held 1/29/46. Mr. CAmpen moved, Mr. Keating seconded Rno all councilmen present concurred that the Clerk appoint the judges and clerks for the election. --." Mayor Stilwell stated that it was the rule for the Mayor to eppoint a a senior member of the council to act as mayor in the ab- sence of the mayor. Mr. Campen was appointed. CobbAn Mr. ~~~~~ reported the ~irinR in krs. Guthtie's home ~s still being dengerous and suggested that Mr. Givan of SL&P he invited to mAke inspections with him. ~r. CAmpen wis directed to make such arrangements. It was recommended by kr. ~obbAn that the Guthrie house be rewired before service is resumed. Mt. Minutes of previous meeting were approved as read. Visitors were invited to address the the Council but none did Ordinances on traffic regulations and registrstion of fire arms as presented by Mr. Maxwell were tabled. l Letter from Mr. Durkee, 2/6/4G Re: Advance Planning was read by the Clerk. Renly was to be Written add mailed by Planning Boare. Lettersfrom Mr. Doheny concerning SES was read by the Clerk. The Utilities Com~ittee was directed to draft reply. It was recommended by Mr. Campen that a Utilities board be el- ected. Mr. Baumgartner, City Attorney, was directed to check with RFC. Letter from Alaska Department cancelling rental charres on RN enuipment for beach installation of i:3~~. Bid of Martin B. Lanning of $25.00 each on Lots 1, 2, 3 and 4 Block 17, Townsite was referred to the Tax and Finance Committees. On the bid by M. Gerry and James Irvine of ~75.00 each on Lot 15 and 16, Block 30, Townsite, it was moved by Mr. Lechner and sec onded by Mr. Loughead that the bid be accepted. Motion by Mr. Keating That Mayor Stilwell accompanied by Mr. Cobban request Mr. nalderston for postponement of SES postdated check due March 1, 1946 and to arrange city finances died for the lack of a second. Mr. Lechner reported that he had contacted Dr. banister con- cerning the closing of the residence near the light plant. Dr. Banister stated to Mr. Lechner that He had spoken to Mr. Osbo c~n- cerning the building and that Mr. Osbo had requested that it not be closed until he could collect the rent. It was moved by Mr. Keating and seconded by Mr. Lechner that the Council instruct the Health Officer and the !!rire Chip,f to close the building. Upon rol call all councilmen voted affirmatively.
