'Fil'tP'~ <br />{ City Clerk-Treasurer <br />A RESOLUTION ENDORSING nND SUPPORT~G THE RELEASE OF <br />RESTRICTIONS ON FUNDS FOR A PUBLIC TELEVISION STATION IH <br />SOU'l'HCENTRAL ALASKA. <br /> <br />WHEREAS, over eighty-five percent of all Americans can view <br /> <br />educational and public television, but only eixteen percent of <br /> <br />Alaskans can be so enriched: <br /> <br />~\HEREAS, the congress of the Unit~d states created the corp- <br /> <br />oration for Public Broadcasting which has become a si~nificant <br /> <br />element in the development of television as a public service <br /> <br />resource and <br /> <br />WHEREAS, the Alaska legislature has demonstrated its support <br /> <br />of educational ana public broadcasting by making appropriations <br /> <br />,~hich have heen expended for establishment and operation of <br /> <br />facilities in Fairbanks, Bethel, Kotzebue and Juneau and <br /> <br />~ffiEREAS, the 1972 State Legislature likewise appropriated <br /> <br />$556,000 for a public television station in Southcentral Alaska, <br /> <br />but restricted the expenditure of this money by imposing the <br /> <br />requirement that before any of the funds could be utilized, federal <br /> <br />matching funds of at least 35% would have to be obtained and <br /> <br />~VHERF~S, this special restriction is discriminatory against <br /> <br />Southcentral Alaska residents as Federal matching funds are not <br /> <br />available at this time for this puropse, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that this body urges the <br /> <br />Legislature of the State of Alaska to take early action to remove <br /> <br />the requirement for matching federal funds so that the $556,000 <br /> <br />appropriated, ~nd such additional funds as are necessary, can be <br /> <br />usef to est~blish public television in the Southcentral area to <br /> <br />serve the Kenai, Matanuska/Susitna, and Anchorage Boroughs which <br /> <br />are home for over fifty percent of all Alaskans. <br /> <br />PASSED AND APPROVED this lOth day of December, 1973, by the <br /> <br />Common Council of the City of Seward, Alaska. <br /> <br /> <br />lA.a. .. ~ ~'IA. .. .. <br />Lee MCAnerne~I,'1 <br />Mayor <br /> <br />Ic~rl, -Treast:rer <br /> <br />
