RESOLUTION 2000-072
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE FORMATION OF A KENAI PENINSULA
BOROUGH SATELLITE OFFICE IN THE SEWARD AREA.
WHEREAS, the City of Seward is located in excess of one hundred miles from the Borough
government center; and
WHEREAS, the Kenai Peninsula Borough has no physical presence in or near the city of
Seward; and
WHEREAS, this lack of presence puts the citizens and the city of Seward at unique
disadvantage when dealing with the Kenai Peninsula Borough; and
WHEREAS, the city of Seward is impacted by non-city residents needing assistance with
Kenai Peninsula issues; and
WHEREAS, the city of Seward and surrounding area have numerous issues at the Borough
government level; and
WHEREAS, many of these issues are formed at various Borough commissions, service area
boards and assembly sub-committees; and
WHEREAS, it is a time consuming and financial burden on residents from this area to attend
these commission, boards and assembly sub-committee meetings due to travel; and
WHEREAS, attendance to these sub-assembly level meetings is not available vIa
teleconference; and
WHEREAS, the Kenai Peninsula Borough has maintained an office in the city of Homer that
is closer in proximity to Borough offices since 1996; and
WHEREAS, there is no single depository of up-to-date Borough information in Seward; and
WHEREAS, the Port and Commerce Advisory Board approved Resolution 2000-02
supporting a Kenai Peninsula Borough Satellite Office in the Seward Area on the 14th day of June,
2000;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. That the City Council recognizes the importance of involvement of its citizens
and supports local involvement in government issues.
Section 2. The City Council recognizes that the citizens of Seward and the surrounding area
have difficulty participating in the Kenai Peninsula Borough government.
Section 3. The City Council deems that a Kenai Peninsula Borough satellite office with
meeting participation capabilities would be most effective in allowing surrounding area pro-active
involvement.
Section 4. The City Council of the City of Seward formerly requests the Kenai Peninsula
Borough Assembly and Mayor to create a permanent Kenai Peninsula Borough satellite office in
Seward.
PASSED AND APPROVED by the City Council ofthe.city of Seward, Alaska, this 10th
day of July, 2000.
