RESOLUTION 2000-081
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING THE ALASKA NORTH SLOPE NATURAL GAS
PIPELINE WITH ROUTE ALONG THE RAILBEL T AND A TERMINUS IN
SOUTH CENTRAL ALASKA
WHEREAS, the Alaska North Slope Liquefied Natural Gas (LNG) Project conducted a $20
million feasibility study and identified a site in South Central Alaska and a site near Valdez as possible
locations for the terminus of the proposed Alaska North Slope Natural Gas Pipeline; and
WHEREAS, Alaska's in-state need for natural gas is increasing along the Parks Highway
railbelt route with 70% of all Alaskans living and conducting business on the route to South Central
Alaska; and
WHEREAS, a route along the Parks Highway via the railbelt could supply compressed
natural gas to bush and rural Alaska via existing rail and barge transportation; and
WHEREAS, South Central Alaska supplies of natural gas are declining with severe declines
anticipated later in this decade and North Slope gas revenue can more than replace lost oil recovery
within ten years; and
WHEREAS, only a route along the Parks Highway via the railbelt will provide natural gas to
in-state residential and business consumers without construction of a costly spur line, which would
drastically increase Alaskan consumer costs; and
WHEREAS, Seward and other South Central Alaskan electric consumers are dependant
upon a continuing supply of natural gas for the production of electricity; and
WHEREAS, natural gas utility companies are unlikely to expand natural gas service areas
unless long term, reliable supplies of natural gas can be guaranteed; and
WHEREAS, Seward residents and business owners do not currently enjoy the ability to use
natural gas to heat our homes or fuel our businesses; and
WHEREAS, a South Central natural gas pipeline terminus would improve the prospects of
expanding service into Seward and other new areas; and
WHEREAS, the LNG has flourished in the South Central Alaska area, with 31 years of safe,
successful and profitable transport, production and marketing of LNG; and

WHEREAS, South Central Alaska has the infrastructure, trained workforce, and space
available to support expansion ofthe LNG Industry and other new industries reliant upon natural gas
supplies; and
WHEREAS, a South Central terminus serves all of Alaska's best interest.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. That the Seward City Council supports the efforts ofthe Alaska North Slope LNG
Project to transport North Slope natural gas to tidewater.
Section 2. That the Seward City Council encourages the continued review of the benefits the
Alaska North Slope LNG Project specifically and the LNG industry in general will see from pipeline
route along the Parks Highway via the railbelt with a terminus located in South Central Alaska.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this day of
