RESOLUTION 2000-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE EXPANSION OF THE SEWARD SMALL
BOAT HARBOR IMPROVEMENT PROJECT FROM APPROXIMATELY
3 MILLION TO APPROXIMA TEL Y 6 MILLION DOLLARS.
WHEREAS, the City of Seward has determined that substantial cost efficiencies can be
achieved by adding the E float and other facilities to the Harbor Improvement Project at this time;
and
WHEREAS, as a result of such addition, the scope of the project is approximately doubled;
and
WHEREAS, time is of the essence in preserving the revenue base of the City of Seward by
completion of this project on or before the 1 May, 2001; and
WHEREAS, good business practice requires a project description which includes a definition
of the mission, preparation of goals to accomplish the mission, and the creation of plans to achieve
these goals; and
WHEREAS, project plans include task definitions, budgets and schedules; and
WHEREAS, the City of Seward has an able staff of operational managers, but no project
managers;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE, CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to retain a professional engineer
experienced in project management including harbors or marine construction. The job description,
or professional service contract, will be submitted to Council for approval prior to retaining the
individual. The engineer will report directly to the Harbormaster.
Section 2. The Project Manager will be responsible for the accomplishment of all phases of
this project, including, but not limited to: engineering, procurement, installation, and quality control.
Section 3. The Small Boat Harbor Improvement Project is to be completed by the 1st of May
2001, within the funds appropriated.
Section 4. This Project Manager will have project plans prepared, which are to be presented
to City Council for review on or before the 30th of October 2000.

Section 5. This Project Manager will have written weekly project status reports for the City
Council; such reports will include notification of any changes to project tasks, analysis of budget
performance by task, and analysis of schedule performance by task, as well as critical path analysis
for the entire project.
Section 6. This resolution will take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day
of September, 2000.
