RESOLUTION 2000-126
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING CHANGE 4 TO TRANSPAC MARINAS,
INCORPORATED'S MATERIAL SUPPLY CONTRACT, PURCHASE
ORDER #25273, ADDING TWO 6'X80' AND ONE 6'X100' ACCESS RAMPS.
WHEREAS, on July 28, 2000 the City Council passed Resolution 2000-075 authorizing
Transpac Marinas Incorporated (Transpac) to provide concrete floats for the Small Boat Harbor
Repair and Renovation Capital Project; and
WHEREAS, on August 22, 2000, the City of Seward entered in to a Material Supply
Contract with Transpac; and
WHEREAS, part of this contract involves supplying landing floats for access ramps to the
float system which are required to be field-modified to accept ramps supplied by the construction
contractor; and
WHEREAS, as a result of periodic inquiries to determine material availability and related
issues, it was discovered aluminum stock, particularly the large extruded stock for the ramps, is in
short supply for all aluminum manufacturers; and
WHEREAS, there exists a nine to twelve-week supply time for these materials and if the
ramp order is delayed until a construction contractor is selected, the ramps will not be available on
time for the completion of the Small Boat Harbor Repair and Renovation Capital Project; and
WHEREAS, the best way to ensure the ramps are available at the specified time is to issue a
change to the existing material supply contract with Transpac to include the three ramps, built to the
City of Seward's specifications, associated hardware and shipping; and
WHEREAS, this method of supplying access ramps will provide a better opportunity of
getting the ramps ready for shipment with the floats, simplifies the construction contractor's duties
by eliminating a sub-contract for unique items, and allows Transpac to design landing floats
precisely to a specific ramp ensuring a professional fit and eliminating field changes; and
WHEREAS, the addition of these access ramps, associated hardware and shipping adds
$208,000.00 to the existing material supply contract;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue Change Order Number 4 to the existing
contract with Transpac Marinas, Incorporated, to provide two 6'x80' and one 6'x 1 00' aluminum
access ramps, associated hardware and shipping for an amount not to exceed $208,000.00.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 23rd day
of October 2000.
