RESOLUTION 2000-149
A RESOLUTION OF THE CITY COUNCIL OFTHE CITY OF SEW ARD,ALASKA,
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT
WITH ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY
(AIDE A) TO PAY A PORTION OF THE REMAINING FUNDING REQUIRED TO
COMPLETE THE SOUTHERN INTERTIE ENVIRONMENTAL IMPACT
STATEMENT
WHEREAS, the City of Seward (COS) is a participant in the $50 million grant from the
State of Alaska to build a new transmission line from Anchorage to the Kenai Peninsula, known as
the "Southern Intertie"; and
WHEREAS, Chugach Electric Association (CEA), as contractor for the Southern Intertie,
has expended approximately $5.9 million to date in preparing an Environmental Impact Statement
(EIS); and
WHEREAS, CEA estimates that an additional $1.6 million is required to complete the EIS;
and
WHEREAS, although the Alaska Industrial Export Authority (AIDEA), as administrator of
the grant funds for the Southern Intertie, has thus far funded the entire EIS effort, they are refusing
to fund the remaining cost ofthe EIS unless the participating utilities participate in the expense; and
WHEREAS, the participating utilities; Chugach Electric Association (CEA), Romer Electric
Association (REA), Golden Valley Electric Association (GVEA), Matanuska Electric Association
(MEA), Anchorage Municipal Light & Power (ML&P), and the City of Seward (COS), (with the
exception of MEA) have entered into an agreement with AIDEA to pay 25% ofthe remaining costs
ofthe EIS (up to a total of$1 0 million, or $4.1 additional) with AIDEA to fund the remainder from
the state grant funds; and
WHEREAS, the City of Seward has a 1.44% participation in the project but will be
responsible for 1.678% of the 25% utilities share because MEA is refusing to participate; and
WHEREAS, the 1.678% represents $26,848 for the City of Seward's sl}~e of. the utilities

WHEREAS, the 1.678% also represents a possible total obligatiori'oft~eity of Seward for
I $69,798 if all of the authorized additional $4.1 million is required to co~p~ete theiEIS. .

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with AIDEA (contract
attached) to pay One point Six Seven Eight (1.678) percent of the funding required to complete the
Environmental Impact Statement for the Southern Intertie. Initial cost to the City of Seward will
be $26,848 with the possibility of an additional $41,950 being required to complete the Southern
Intertie EIS.
Section 2. Money to be appropriated from Account 501-5220-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this lIth
day of December, 2000.
