RESOLUTION NO. 95-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING THE CONTRACT WITH DRYDEN &
LARUE, INCORPORATED., TO PROVIDE DESIGN AND CONSTRUCTION
SUPPORT SERVICES FOR PHASE II OF THE TRANSMISSION LINE PROJECT
WHEREAS, the City awarded a contract to Dryden & LaRue for engineering and
design of the Transmission Line Project; and
WHEREAS, the original contract did not provide for additional work necessary to
complete Phase II of the Project; and
WHEREAS, funds for the additional work are available in the project budget;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to execute an amendment to
the contract with Dryden & LaRue in an amount not to exceed $50,000.00 to perform the
work set forth in the April 13, 1995, letter from Jack Anderson, a copy of which is
attached and incorporated herein by reference.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
24th day of April, 1995.

Permit Status and Acquisition Requirements
Lawing to Seward Transmission Line
Phase 2
Dear Dave:

Pursuant to our telephone conversation of March 10, 1995,
the following is the current status of the permits necessary to
facilitate construction of the T-line Phase 2 for the 1995
construction season.
1. U.S. FOREST SERVICE - AMENDMENT TO SPECIAL USE PERMIT
NO. 1006.09.
Amendment No. 1 to the Operating Plan for the
transmission line was executed by the City of Seward
and the Seward Ranger District on March 6, 1995, and
the permit is valid through the 1995 construction
season, unless further relief from stipulations can be
negotiated with the U.S. Forest Service.
2. STATE OF ALASKA, DEPARTMENT OF NATURAL RESOURCES,
RIGHT-OF-WAY ADL 219510 (AMENDMENT).
This Amendment, which facilitates the rerouting and
overbuilding of the transmission line through State of
Alaska lands, was issued with an Early Entry
Authorization which expires August 31, 1995. This
Early Entry Authorization will have to be extended to
November 1, 1995.

3. STATE OF ALASKA, DEPARTMENT OF NATURAL RESOURCES,
RIGHT-OF-WAY APPLICATIONS ADL 226320 THROUGH ADL
226325.
These Right-of-Way Applications facilitate temporary
use of access roads from the Seward Highway to the
transmission line right-of-way on State of Alaska
lands. These temporary easements were issued through
an Early Entry Authorization which expires August 31,
1995. These Early Entry Authorizations will need to be
extended to November 1, 1995.
4. STATE OF ALASKA, DEPARTMENT OF TRANSPORTATION AND
PUBLIC FACILITIES, ROAD/LANE CLOSURE PERMIT AND
DRIVEWAY PERMIT 1994094.
This Permit expired expired October 31, 1994.
Permit will have to be obtained extending the
activities through October 31, 1995.

5. THE ALASKA RAILROAD CORPORATION TRANSPORTATION CORRIDOR
PERMIT.
The Board of Directors approved this Permit at their
meeting on January 20, 1995. This Permit needs to be
issued by the ARRC and accepted and consideration
therefor paid by the City of Seward.
6. STATE OF ALASKA, DEPARTMENT OF TRANSPORTATION AND
PUBLIC FACILITIES, UTILITY PERMIT 1-130000-94-124
(SEWARD HIGHWAY).
This Utility Permit was issued July 8, 1994 and expired
October 1, 1994. This Permit will need to be extended
through October 31, 1995.
7. Notification of project activities will have to be
given to the following landowners:

Dear Dave:
Our records indicate that there is left over from our budget
request of February 3, 1994 an amount of $288.79. Our records
ir-dicate that left over from our budget request of July 19, 1994
there is an amount of $1362.20, for a total of $1650.99.
We last invoiced the City of Seward with our Statement of
September I, 1994. Since that time, on the Phase 2 Project. we
have incurred fees and expenses of $3,640.75, through February of
1995. When these charges are invoiced, the budget balance will
indicate a shortfall of $1989.76.
In addition to this SUm, and to facilitate the acquisition
of agency permits and private land rights as discussed in our
letter of March 20, 1995 (Subject: Pe&mit Status and Acquisition
Kequiremen~s', we nereby request the following budget additions:
1. For coordination with the City of Seward and Dryden and
LaRue, $1,680.00.
2. For acquisition of agency permits. ~2.S20_00.
3. For private 1andowner negotiations, $3,640.00.
4. For travel and per diem expenses, $l.7S0.00.
This budget request is thercfora tor a total amount of
$ll,579.76.

Reference: 115 kV Transmission Line Design - Phase 2
Per your request, following is a proposal for the remaining engineering effort needed for the
115 kV transmission line from Snow River to Lawing Substation. The proposal is based on
the remaining work as we understand it today.
We will assist the City of Seward in the bidding process and construction support. We will
prepare as-built drawings from City furnished revisions. Also included in this estimate is
design and permit acquisition support services for the distribution crossing of the Snow River.
The proposed work is divided into 5 Tasks. A brief description of the work is included with
each task description.
Task 1 - Bidding Assistance
This task will assist the City of Seward in the bidding process.
. Services Included: Assist the City of Seward with Bidding Process
. Deliverables: Evaluation and Recommendation of lowest responsive Bidder
Task 2 - Construction Support
This task will provide support services to the City for the construction effort.
. Deliverables: None
Task 3 - Permit Acquisition Support - Snow River
This task will provide engineering support services toward the procurement of agency permits
for the Snow River crossing.
. Deliverables: Necessary Exhibits and Design Statements

Task 4 - Design Snow River Distribution Crossing
This task will provide the necessary design effort to connect the existing overhead distribution
across Snow River.
. Services Included: Distribution Design
. Deliverables: Construction Drawings, and Specifications
Task 5 - As-Built Drawings
This task will provide as-built drawings from City-furnished markups.
. Services Included: Draft As-Builts
. Deliverables: As-Built Drawings on ACAD 12.0
The cost for these services is estimated to not exceed $50,000.00 including 300 manhours for
construction support.
