CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, RESCINDING RESOLUTION NO. 84-41 AND
OFFICIALLY DESIGNATING THE ROUTE OF THE IDITAROD NATIONAL
HISTORIC TRAIL THROUGH THE CITY OF SEWARD
WHEREAS, the Iditarod Trail has acquired Nation His-
toric Trail status; and
WHEREAS, Seward is the historical origin of the
Iditarod Trail; and
WHEREAS, the City of Seward supports the concept of the
Iditarod Trail as a National Historic Trail; and
WHEREAS, the first official chapter of the Idi tarod
Trailblazers, a nonprofit group formed to support, promote
and maintain the Trail, was formed in Seward; and
WHEREAS, the City of Seward's proposed city-wide
recreation path closely follows the original Iditarod Trail;
and
WHEREAS, there is strong community support for this
Trail designation;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:

Section 1.

The route of the city-wide recreation path
the Seward Comprehensive Plan is designated
National Historic Trail.
Section 2. The Kenai Peninsula Borough is urged to
further extend this designation to continue north on the
Seward Highway to its intersection with Nash Road; thence
along same for approximately 3 miles to the intersection
with Sawmill Creek. At this point, the Trail will extend
northward through Borough, State and National Forest lands
before exiting from the Kenai Peninsula Borough.
Section 3. City of Seward Resolution No. 84-41 is
hereby rescinded.
Section 4. This resolution shall take effect immedi-
ately upon its adoption.

MEMORANDUM OF AGREEMENT
BE'lWEEN
CITY OF SEWARD
AND
BUREAU OF LAND MANAGEMENT
U. S. DEPARTMENT OF THE INTERIOR
CONCERNING
THE IDITAROD NATIONAL HISTORIC TRAIL
A.
BACKGROUND
The National Trails System Act (NTSA) of OCtober 2, 1968 (82 Stat. 919:
16 USC 1241), as amended on November 10, 1978, established the Iditarod.
National Historic Trail (INHT), and provided that the INHT shall be
administered by the Secretary of the Interior, in consultation with the
affected land owners.
On July 3, 1986, the Secretary of the Interior, after consultation with
affected Federal and State Agencies, and the INHT Advisory Council, has
approved and submitted to the Committee on Interior and Insular Affairs of the
House of Representative and the Committee on Energy and Natural Resources of
the Senate, THE IDITAROb NATIONAL HISTORIC TRAIL--SEWARD TO NOME ROUTE--
A COMPREHENSIVE MANAGEMENT PLAN (Document Number BLM-AK-PT-85-034-8351-013).
The Comprehensive Management Plan (CMP) identifies the federal agencies which
presently manage portions of the INHT, and those agencies are represented by
the Forest Supervisor of the Chugach National FOrest, U.S. Department of
Agriculture, FOrest Service (USFS); the Regional Director of the Alaska
Region, U.S. Department of the Interior, Fish and Wildlife Service (FWS); and
the State Director of the Alaska State Office, U.S. Department of the
Interior, Bureau of Land Management (BLM).
In addition, the CMP identifies the Trail System (herein called the TRAIL)
containing components consisting of the primary and connecting trail segments
and historic sites, of which the non-federally administered components are
eligible for inclusion into the Iditarod National Historic Trail System.
The City of Seward manages a significant historic site, the Seward Railroad
Depot, identified in the CMP as a component of the TRAIL. In addition, The
City of Seward Comprehensive Management Plan, adopted (Ordinance 85-77) by the
Kenai Penisula Borough on November 5, 1985, identifies a proposed recreation
path within the City Limits, which closely aligns with the original historic
TRAIL route.
The NTSA provides that the Secretary charged with the administration of the
INHT may enter into written cooperative agreements with the State or their
political subdivisions and others to operate, develop, and maintain any
portion of such TRAIL either within or outside a federally administered area.

B. PURpOSE
Utilizing the CMP as a common guide, the City of Seward, in cooperation with
the Bureau of Land Management, other Federal Agencies and cooperators, intends
to manage, according to the laws, regulations, and policies directing the
City, the above mentioned historic site and trail segment, in a manner which
protects and interprets their historic values. In addition, the City agrees
to cooperate fully in regard to the management of the INHT under a cooperative
management system, which in addition to the Federal agencies, the INHT
Advisory Council, and the Iditarod Trail Blazers, may eventually involve the
State of Alaska, other political subdivisions thereof, private corporations,
non-profit organizations, and other private land owners.
C. PROVISIONS
The City agrees to identify the Seward Railroad Depot and the recreation path
between downtown and the city limits, with INHT uniform markers provided by
the Department of the Interior, and as appropriate, with other uniform markers
provided by the City of Seward, in order to increase public knowledge and
enjoyment.
The City agrees to encourage and assist .The Iditarod Trail Blazers., a
coalition of trail organizations and-interest groups, as a working partner in
the Management of the INHT. The City will enter into specific supplemental
agreements with other trail partners, as needed, to cover the management,
development, and protection of specific Trail segments and sites of their
respective portions of the INHT. The City agrees to provide the District
Manager (BLM) with a copies of such supplemental agreements.
The City agrees to utilize the INHT Advisory Council for consultation with
respect to significant management issues that affect the INHT. In addition,
the City recognizes the Anchorage District Manager of BLM-Alaska has been
delegated the responsibility to act as the Secretary of Interior's
Representative on matters related to National Historic Trail designation.
The City agrees to encourage and protect continued public use of Trail
segments in a manner which recognizes the historic values of the INHT,
utilizing rights-of-way, easements, management corridors, cooperative
agreements with adjacent land owners, and access improvements and side trails,
as.appropriate.
The City agrees to cooperate with other trail partners to the extent possible,
in producing a full range of publications, maps, and other materials
interpreting the Trail and the component sites in order to increase public
appreciation and understanding of the INHT system.

D. LIABILITY
Nothing in the agreement shall affect the liability of any federal agency or
the City of Seward.
Nothing in this agreement shall affect or interfere with fulfillment of the
obligations and rights of the parties to manage the lands and programs
administered by them in accordance with their other land management
responsibilities.
E. ADMINISTRATION
This interagency agreement is effective on the date signed by the authorized
representatives of the City of Seward and the U.S. Department of the Interior
and shall continue in force until terminated by either party, or modified by
mutual agreement of both parties.
This Memorandum of Agreement does not involve the transfer of funds between
the City and the Department of the Interior, and any proposed transfer of
funds would be covered under separate supplemental agreement(s).
AUTHORITY
This agreement is entered into pursuant to the authority of the The National
Trails System Act (82 Stat. 919: 16 USC l24l), as amended on November 10,
1978, and THE IDITAROD NATIONAL HISTORIC TRAIL--SEWARD TO NOME ROUTE--
A COMPREHENSIVE MANAGEMENT PLAN (Document Number BLM-AK-PT-85-034-835l-013) .
