CITY OF SEWARD, ALASKA
RESOLUTION NO. 95-088
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ENDORSING THE CITY'S PROJECT
LISTING AND ESTABLISHING PRIORITIES FOR SUBMITTAL
TO THE STATE OF ALASKA FOR THE STATEWIDE
TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, on June 6, 1995, Governor Tony Knowles announced a new $2 billion,
ten-year transportation initiative for Alaska; and
WHEREAS, the Department of Transportation has asked the City to submit a list
of prioritized projects to be included in the program; and
WHEREAS, the Planning and Zoning Commission and the Port and Commerce
Advisory Board have reviewed and commented on the administration's recommended
projects; and
WHEREAS, public hearing was conducted at a duly authorized special meeting
of the City Council on August 7, 1995, to solicit comment on the proposed priority list;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The State of Alaska is urged to include the following prioritized projects
in the FY 1996-98 Statewide Transportation Improvement Program:
I. Bring Alaska's National Highway System up to Standard:
Priority No.1 - Seward Multipurpose Docking Facility
II. Develop a Community Transportation Program that Serves Local Needs:
Priority No.1 - North Forest Acres Road
III. Support Construction of New Roads and Projects that Contribute to
Economic Development:
Priority No.1 - North Dock Extension and Breakwater
Priority No.2 - Seward Harbor Rehabilitation
Priority No.3 - Eastward Harbor Expansion
IV. Introduce a Trail and Recreational Access for Alaska Program:
Priority No.1 - Bike Path Connection I
Priority No.2 - Bike Path Connection II

RESOLUTION NO. 95-088
Section 2. The City of Seward encourages the State of Alaska to dedicate efforts
towards an urgent evaluation of the Seward Highway, Mile 0 - 7, with regards to
property and life safety measures such as turning lanes, highway widening, improved
overhead lighting, appropriate signage, etc., and construction of a pedestrian and
recreational use trail along the highway and across the Resurrection River bridges.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
7th day of August, 1995.
