CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE EXCHANGE OF REAL
PROPERTY CONTINGENT UPON OBTAINING A COMMUNITY
DEVELOPMENT BLOCK GRANT FOR THE DEVELOPMENT OF A
COMMUNITY YOUTH SERVICES CENTER
WHEREAS, THE PRESENT Seward Teen Center is in violation
of building and safety codes and is too small to meet the
needs of Seward's youth; and
WHEREAS, the local united Pentecostal Church, through
its realtor, made an unsolicited offer to sell its church
and property, located on Lots 19 & 20, Block 14, Original
Townsite of Seward, to the city for a senior center/museum;
and
WHEREAS, the property was found by the city to better
meet the criteria established for a youth services center;
and
WHEREAS, the city has
Communi ty Development Block
toward the purchase of this
center; and
an opportunity to acquire a
Grant which could be applied
facili ty as a youth services
WHEREAS, the city owns real properties, more particu-
larly described as a replat of Lots 1 & 2, Block 2, Stewart
Subdivision (Woodlawn Cemetery), and Lot 18, Block 1, Jesse
Lee Heights Subdivision, which are surplus to present and
projected community needs and can be applied toward the
purchase of the church property; and
WHEREAS, the city and the church have mutually agreed
to a sale at a price set at the assessed value of $275,000,
of which $200,000 would be in cash with the remaining
$75,000 being city property at assessed value in lieu of
cash; and
WHEREAS,
receiving and
in the amount
the agreement is contingent upon the city
accepting a Community Development Block Grant
of $225,000; and
WHEREAS, a public hearing showed no overwhelming
opposi tion to the acquisition of property for a community
youth services center or the disposition of public property
as part of the purchase of the aforementioned property; and

RESOLUTION NO. 87-010
WHEREAS, by this resolution, the City Council finds it
in the public interest to waive the need for an appraisal of
the properties involved and to use tax-assessed values;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is directed to execute the
attached deed (Exhibit "A") transferring Lot 18, Block 1,
Jesse Lee Heights Subdivision, and Lots 1 & 2, Block 2,
Stewart Subdivision (Woodlawn Cemetery), to the United
Pentecostal Church.
Section 2. The City Manager is further directed to
accept a deed (Exhibit "B") from the United Pentecostal
Church for Lots 19 & 20, Block 14, Original Townsite of
Seward, to be used for a community youth services center.
Section 3. The execution of these deeds is contingent
upon the city successfully receiving and accepting a Commu-
nity Development Block Grant of not less than $225,000.
Section 4. In conjunction with the receipt and accep-
tance of a Community Development Block Grant totalling not
less than $225,000, the City Manager is authorized to apply
$200,000 of that grant toward the purchase of the property
referred to in Section 2 above.
Section 5. This resolution shall take effect thirty
(30) days following its adoption.
