CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, URGING THE CREATION OF AN
INTERIM LEGISLATIVE COMMITTEE TO STUDY THE ALASKA RAILROAD
WHEREAS, the City of Seward and other railbelt commu-
nities have had difficulty receiving cooperation from the
Alaska Railroad Corporation; and
WHEREAS, the City of Seward in the last several years
has made numerous requests of the Railroad and generally
these request have been ignored; and
WHEREAS, as an example of the lack of Railroad cooper-
ation with the City of Seward is the City's request that a
senior management person from the Railroad be stationed in
Seward and the Railroad management's response was to offer a
Zenith number; and
WHEREAS, the City of Seward rightfully believes it owns
the Seward Coal Terminal and the Railroad has on at least
two occasions agreed to transfer the Terminal to the City,
however, to date the Railroad has made no effort to accom-
plish the transfer; and
WHEREAS, it is not in the best interest of the City or
other railbelt communities to fight the Railroad, but
instead to have the legislature study the relationship
between the Railroad and the railbelt communities to deter-
mine if mechanisms can be developed which could improve
communications and cooperation;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Honorable Bette Cato, Chairperson of
the House Transportation Committee, is respectfully
requested to convene an interim legislative study committee
to study the relationship between the Alaska Railroad and
railbelt communities.
Section 2. This resolution shall take effect immedi-
ately upon its adoption.
