CITY OF SEWARD, ALASKA
RESOLUTION NO. 87-027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF
LOTS 23-24, BLOCK 16, ORIGINAL TOWNSITE OF SEWARD,
FROM JON ANDREWS FOR PUBLIC PURPOSES
WHEREAS, the Seward Comprehensive Plan, as adopted
November 1985, recommends under Objective 5 (b) that City
Hall be remodeled and a new public safety building be added
to the existing fire station; and
WHEREAS, such a project would include Lots 23 and 24,
Block 16, Original Townsite of Seward; and
WHEREAS, the Land Use Plan adopted as a part of the
Comprehensive Plan designates these lots as Institutional in
anticipation of projected public needs; and
WHEREAS, the owner of the property has
willingness to sell the lots at appraised fair
with a donation to the city of the difference
market value and a motivated buyer value; and
expressed a
market value
between fair
WHEREAS, an appraisal has indicated a fair market value
of $63,000 and a motivated buyer value of $104,000 for the
two lots, cleared and filled;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to acquire
Lots 23 and 24, Block 16, Original Townsite of Seward.
Section 2. The City Manager is authorized to accept
the attached deed, incorporated herein by reference, for
Lots 23 and 24, Block 16, Original Townsite of Seward, in
return for cash payment by the city of Seward to Mr. Jon
Andrews in the amount of $63,000, providing the existing
building is removed within ninety (90) days.
Section 3. The City Manager is further authorized to
transfer the sum of $63,000 from the General Fund-Fund
Balance to General Services Account No. 101-118-518-10-91,
for the purpose of purchasing Lots 23 and 24, Block 16,
Original Townsite of Seward.
Section 4. This resolution shall take effect thirty
(30) days following its adoption.

STATUTORY WARRANTY DEED
The Grantor, JON LEE ANDREWS, a married man, of P.O. Box
1034, Seward, Alaska 99664, for and in consideration of the sum of TEN
and NO/lOO ($10.00) DOLLARS lawful money of the United States of
America, and other good and valuable consideration in hand paid,
conveys and warrants to the CITY OF SEWARD, a municipal corporation, of
P.O. Box 167, Seward, Alaska 99664, and to its successors and assigns
forever, the following described real property:
Lots 23 and 24, Block 16, Original Townsite of
Seward, according to the plat thereof, in the
Seward Recording District, Third Judicial District,
State of Alaska.
Together with all and singular, the tenements, hereditaments
and appurtenances thereunto belonging or in anywise appertaining, and
subject to the rights and reservations expressed in patent to said
1 and, existing easements for roads, power, 1 ights and other util ities
and restrictions of record, and to encroachments ascertainable by
physical inspection of the property.
