RESOLUTION NO. 87-071
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, PROVIDING FOR THE SUBMISSION TO
THE QUALIFIED VOTERS OF THE CITY THE QUESTION OF
THE ISSUANCE OF $2.1 MILLION OF GENERAL OBLIGATION
BONDS OF THE CITY TO PAY THE COSTS OF PLANNING,
DESIGNING, CONSTRUCTION, AND LAND ACQUISITION FOR NEW
PUBLIC CARGO DOCK FACILITIES AT THE ELECTION TO BE
HELD FOR THAT PURPOSE IN THE CITY OF SEWARD, ALASKA,
ON OCTOBER 6, 1987
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. It is hereby determined that additional
dock space for ship repair, fisheries and general cargo is
needed in Seward to support and enhance past and current
city economic development objectives. It is further hereby
determined that a multi-user public cold storage/dry storage
facility adjacent to the north bulkhead of the Seward Marine
Industrial Center is a necessary and desirable public port
improvement for the city, and that it is in the public
interest, convenience and necessity of the people of the
ci ty of Seward to effect the capital improvement of the
aforesaid public port improvements, and to incur bonded
indebtedness and issue general obligation bonds of the city
of Seward in an amount not to exceed $2.1 Million for these
purposes.
Section 2. An amount not to exceed $2.1 Million is to
be borrowed by and for the city of Seward, Alaska, to pay
for the aforesaid public port improvements and shall be
evidenced by the issuance of general obligation bonds of the
ci ty. The bond proceeds shall be used for the aforesaid
public port improvements or to payor reimburse funds which
have already been expended for that purpose.
Section 3. An election is to be held on October 6,
1987, in the city of Seward, Alaska, for the purpose of
submitting the following general obligation bond proposition
to the qualified voters of the city of Seward for approval
or rejection. A majority of qualified voters voting in
favor of the proposition is required for approval.

bonds payable from taxes levied upon the taxable
real and personal property in the city and from
any other sources of revenue in an amount not to
exceed Two Million, One Hundred Thousand Dollars
($2,100,000) for the purpose of planning, design-
ing, construction and land acquisition for new
public cargo dock facilities in the city of
Seward, Alaska, and pledge its full faith and
credi t, without limitation as to rate or amount,
for the payment of the bonds?
Section 4. The foregoing proposition shall be printed
on a ballot which may set forth other propositions, and the
proposition set forth in Section 3 shall be printed in full
and the following words shall be added as appropriate and
next to a space provided for marking the ballot:

Section 5. A person may vote at this election who
possesses the qualifications set forth in AS 15.05.010 and
who has registered to vote pursuant to Chapter 7 of Title 15
of the Alaska Statutes (AS 15.07.010, et seq.). The elec-
tion shall be conducted in compliance with the procedures
established in Chapter 8 of the Seward City Code.
Section 6. Publication of this resolution shall be
made by posting a copy hereof on the city hall bulletin
board for a period of four weeks prior to the date of the
election. In addition, copies of the resolution shall be
made available at the City Clerk's office for at least
thirty (30) days preceding the date of the election.
