RESOLUTION NO. 88-034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING A MUTUAL AID AGREEMENT
BETWEEN SEWARD VOLUNTEER AMBULANCE CORPS AND BEAR
CREEK FIRE SERVICE AREA, AND ACCOMPANYING
FISCAL YEAR 1988 OPERATIONS PLANS
WHEREAS, mutual aid agreements for emergency services
are allowed by Alaska Statutes when authorized by ordinance
or resolution; and
WHEREAS, Seward Volunteer Ambulance Corps, the emergen-
cy'medical service provider for the city of Seward, and Bear
Creek Fire Service Area, a fire and emergency medical
service area of the Kenai Peninsula Borough, have negotiated
a mutual aid agreement to provide mutual emergency medical
services aid; and
WHEREAS, this agreement has been approved by the Bear
Creek Service Area Board and the Seward Volunteer Ambulance
Corps;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Mutual Aid Agreement between Seward
Volunteer Ambulance Corps and the Bear Creek Fire Service
Area and accompanying Fiscal Year 1988 Operations Plans,
attached and incorporated herein by reference, is hereby
approved and the city manager is authorized to execute said
agreement.
Section 2. This resolution shall take effect immedi-
ately upon its adoption.

AMBULANCE CORPS, and the KENAI PENINSULA BOROUGH on behalf of the BEAR CREEK
FIRE SERVICE AREA, to provide for mutual emergency services as follows:

party in the form of personnel, equipment or materials. Such a request may
be denied in part or in whole if the senior officer on duty of the requested
agency determines that it is in the best interests of the areas normally
served by the requested agency to deny such request. Should it be determined

by the senior office on duty of the requested agency that mutual aid cannot
be rendered, said senior officer should immediately notify the requesting
agency that the request for aid cannot be supplied.

shall, upon dispatch of the requested agency, give concise directions as to
the 10cat1.on of the emergency, type of emergency and the resources requested.

scene of the emergency with the requested personnel, equipment or materials,
if it is necessary to withdraw a portion or all of such personnel, equipment
or materials in order to meet an emergency situation in the area served by

the requested agency, such withdrawal may be at the sole discretion of the
highest ranking officer of the requested agency. Such withdrawl may also be
made at the sole discretion of the highest ranking officer of the requested
!: agency if she/he should determine that the requested agency's personnel,
equipment, or material are being subjected to unnecessary or unreasonable
danger.

bear its own costs for responding to the request of mutual aid.
Each I
responding agency shall be responsible for any liabil ity incurred while
traveling to the scene, at the scene, and returning to the station of origin.
In rendering emergency services, each agency will bear the responsibility for
its own acts, and any liability incurred by such acts.
5. E;qui,pment ,Loans. No equipment shall be loaned for use by
personnel who have not been trained in its use.

This Agreement shall continue
until either agency gives thirty (30) days' notice of withdrawal, in writing,
to the other agency.

by the Seward Vol unteer Ambul ance Corps shall be defined as the corporate
limits of the city of Seward. The primary area served by the Bear Creek Fire
Service Area shall be the boundaries set forth by KPB 16.28.010.

normal/historical area served by SVAC will extend to mile 38 as defined by
Attachment A to Exhibit A, and described in the State E.M.S. Plan. The
normal area served by Bear Creek Rescue Units shall extend under this Mutual
Aid Agreement, to mile 38 as defined by Attachment A to Exhibit A, and
described in the State E.M.S. Plan.

a. Bear Creek Fire Service Area (BCFSA) personnel may provide rescue
services as requested by Seward Volunteer Ambulance Corps (SVAC) at

the location of an emergency to which Seward Vol unteer Ambul ance
Corps has been dispatched, located within the area indicated on the

map attached to this exhibit as "Attachment A", which attachment is
incorporated <herein by reference, except within the boundaries of
the City of Seward.

The Seward Volunteer Ambulance Corps may provide emergency medical
services (EMS) as requested by Bear Creek Fire Service Area at the
location of any emergency to which BCFSA has been dispatched,
within the boundaries of the Bear Creek Fire Service Area.

a. Seward Police dispatcher will dispatch Seward Vol unteer Ambul ance
Corps and Bear Creek Fire Service Area personnel for all fire or
EMS emergencies in the Bear Creek Fire Service Area.

Corps and Bear Creek Volunteer Fire Service Area rescue personnel
for all highway-related emergency medical service emergencies to

When the incident is fire--related, the primary incident radio
frequency will be 154.250.
When the incident is EMS-related the primary
incident radio frequency will be 155.160.

Apparatus to be provided by Seward Volunteer Ambulance Corps is
defined as Medic I and Medic II. Apparatus to be provided by Bear Creek Fire
Service Area is defined as Rescue I and Rescue II. Either or both of each
party's apparatus may be requested by the requesting agency, provided,

however, that at all times equipment and personnel shall remain available
sufficient to promptly respond to emergencies occurri~g in the areas normally
served as defined in the Mutual Aid Agreement.

Seward Volunteer Ambulance Corps shall operate at an advanced life
support (ALS) level of patient care and under the standing orders
of its sponsoring physician.
b. Bear Creek Fire Service Area shall operate at a basic life support
(BLS) level of patient care, and under the standing orders of its
sponsoring physician.
c. Bear Creek shall transport victims of an EMS emergency only when
all resources of the Seward Vol unteer Ambul ance Corps have been
exhausted, or when the Seward Vol unteer Ambul ance Corps i nci dent
commander determines that the time delay in waiting for another
ambulance would not be in the best interest of the patient.
