CITY OF SEWARD, ALASKA
RESOLUTION NO. 88-105
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, SUPPORTING LEGISLATION PROVIDING FOR
A MORE EQUITABLE DISTRIBUTION OF THE FISHERIES BUSINESS
TAX REVENUE REFUNDED BY THE STATE TO LOCAL GOVERNMENTS
WHEREAS, AS 43.75.l30(a)(2) provides that each city
located within a borough shall receive twenty-five percent
(25%) of the tax revenue collected in the city from taxes
levied by the fisheries business tax; and
WHEREAS, the fisheries business tax was levied to
provide funds to enhance and perpetuate one of Alaska's
largest renewable resource industries for the benefit of all
Alaskans; and
WHEREAS, cities provide virtually all the public
services to the fishery processors located within their
limits; i.e. water, sewer, police and fire protection; and
WHEREAS, since the borough is the recipient of the
entire local portion of the tax if the processor is located
outside the city, it would seem fair that if the processor
is located within the city that the city should be the
recipient of the entire local share of the tax;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Alaska State Legislature is strongly
urged to introduce legislation amending AS 43.75.130 to
provide a full fifty percent (50%) share of the fisheries
business tax to be distributed to local governments located
wi thin boroughs.
Section 2. Copies of this resolution shall be forward-
ed to the Honorable Representative Bette Cato, the Honorable
Senator Jalmar Kerttula, the Honorable Senator Mike Szyman-
ski and the Honorable Mayors of the cities located within
the Kenai Peninsula Borough.
Section 3. This resolution shall take effect immedi-
ately upon its adoption.
