Sponsored by: Schaefermever CITY OF SEWARD, ALASKA RESOLUTION NO. 89-050 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, IDENTIFYING PRIORITIES FOR SMALL BOAT HARBOR IMPROVEMENTS WHEREAS, the Seward Boat Harbor is overcrowded and demand greatly exceeds capacity, congestion results in collision and damage to vessels, high probability of large fire loss, costly delay to commercial boat operators, inconvenience to recreational boaters, and damage to harbor facilities; and WHEREAS, approximately $1.7 million dollars remains from a $2 million dollar 1978 State Bond issue for port and harbor development for the Seward Small Boat Harbor; and WHEREAS, the State Attorney General has rendered an opinion on the use of the remaining funds and proposed guidelines for determining a projects eligibility; and WHEREAS, the following projects are found to expand the small boat moorage or storage or to expand services or systems at Seward and the existing small boat harbor; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council finds the projects listed in Section 2 to fall within the guidelines proposed by the State Attorney General for projects to expand moorage or services of the Seward Small Boat Harbor. Section 2. The following projects for expansion of the Seward small boat harbor are approved with the priorities indicated: Priority 1. Purchase of 250 ton travel lift and construction of lift dock in Seward Marine Industrial Center (SMIC). Priority 2. Construction of a dry boat storage area in the SMIC. Priority 3. Provide security, fire protection, storage, and administration for lift dock; equipment and storage area by contruction of a harbormaster building. Priority 4. Pave two 30 day parking lots serving the small boat harbor. -1- . . . CITY OF SEWARD, ALASKA RESOLUTION NO. 89-050 Priori ty 5. Provide fuel, water, cargo and other services for small boats at SMIC by installing water service, fire protection, lighting and paving the North Dock and staging area in SMIC. Priority 6. Extend to deep water the face of the city dock in the small boat harbor and close the lift dock. section 3. The City Manager shall request the foregoing projects to be included in the scope of the existing TORA between the State Dept. of Transporation and Public Facilities and the city of Seward and that the TORA be modified to permit Seward to proceed with the approved projects. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 22nd day of May, 1989.
