CITY OF SEWARD, ALASKA RESOLUTION NO. 85-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, PLACING A PROPOSITION ON THE OCTOBER 1, 1985, REGULAR ELECTION BALLOT RELATIVE TO A PROPOSED AMENDMENT TO SECTION 3.6(c) OF THE CITY CHARTER WHEREAS, the Seward General Hospital has for many years provided invaluable service to the community of Seward; and WHEREAS, new hospital facilities are essential to the communi- ty's growth but the current operation of the Hospital under the Seward General Hospital Association does not have the financial ability to expand operations and provide employees with competitive benefits; and WHEREAS, the City of Seward could provide additional benefits and also financial strength to the Hospital but recognizes the need to keep the operation and management of the Hospital as independent as practical; and WHEREAS, retaining as much independence for the Hospital as possible requires a change in the current City Charter; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. For the reasons set forth in the preamble to this resolution, it is in the best interest of the City of Seward to amend the City Charter to allow the City to provide certain benefits to the employees of Seward General Hospital while retaining as much indepen- dence for the Hospital as possible. Section 2. Pursuant to Section 14.2 and 14.3 of the City Charter, the following proposition will be submitted to the voters at the October 1, 1985, regular election to be held in accordance with the provisions of Chapter 8 of the Seward City Code. An affirmative vote of a majority of those qualified electors voting is required for approval. PROPOSITION NO. Shall Section 3.6 (c) of the Charter of the City of Seward, Alaska, be amended to read as follows: Sec. 3.6. Powers of the council to appoint citizen boards. (c) Except for boards established by ordinance to provide management of public health facilities, boards established by the council shall not be authorized to employ or direct the employment or removal of any administration officer or employee of the city. -1- . . . . .. The foregoing proposition shall be printed on a ballot which may set forth other propositions, and the proposition set forth in Section 2 shall be printed in full and the following words shall be added as appropriate and next a square provided for marking the ballot: PROPOSITION NO. Yes No Section 4. A person may vote at this election who possesses the qualifications set forth in AS 15.05.010 and who has registered to vote pursuant to Chapter 7 of Title 15 of the Alaska Statutes (AS 15.07.010, et. seq.). The election shall be conducted in compliance with the procedures established in Chapter 8 of the Seward City Code. Section 5. Publication of this resolution shall be made by posting a copy hereof on the City Hall bulletin board for a period of thirty (30) days prior to the date of the election. In addition, copies of the amendment shall be made available at the City Clerk's office for at least twenty (20) days preceding the date of the election. Section 6. This resolution shall take effect immediately upon its adoption.
