CITY OF SEWARD, ALASKA
RESOLUTION NO. 95-121
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, DECLARING A STATE OF DISASTER
IN THE CITY OF SEWARD AND REQUESTING ASSISTANCE
WHEREAS, commencing on September 20, 1995, the city of Seward sustained losses and
threat to life and property resulting from torrential rains; and
WHEREAS, the city of Seward is a political subdivision within the Kenai Peninsula Borough
and the state of Alaska; and
WHEREAS, the following conditions exist as a result of the disaster: extensive damage to
roads, bridges, flood control dikes and levees, water and sewer facilities, power and harbor facilities,
as well as personal and real property; and
WHEREAS, the threat of danger or further damages continues to exist in Seward with
further rains anticipated by the National Weather Service; and
WHEREAS, the cost of emergency measures taken and to be taken to prevent further
damage or protect life and property within the city of Seward has yet to be determined; and
WHEREAS, further repairs and damage mitigation will be necessary; and
WHEREAS, the severity and magnitude of the emergency is beyond the timely and effective
response capabilities oflocal resources;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. A disaster emergency is declared to exist within the city of Seward.
Section 2. Further, it is requested that the Governor of the State of Alaska declare a disaster
emergency, consider the city of Seward a disaster emergency area as provided for in AS 26.23.020,
request appropriate support from State agencies and request assistance from the President or
appropriate federal agencies where state capability is not adequate. This declaration shall continue
for a maximum of seven days unless extended by the City Council of the City of Seward.
Section 3. Furthermore, the CITY COUNCIL CERTIFIES that the city of Seward has or
will expend resources as a result of this disaster for which no state or federal reimbursement will be
requested and which constitutes a substantial expenditure on the part of the city of Seward.

Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 20th
day of September, 1995.
