RESOLTJrION NO. 85-107
A RESOWTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ENCOURAGING PREFERENI'IAL BUSINESS RELATIONSHIPS
WITH JOINT VENTURE FISHERIES PROJECI'S THAT SUPPORT' SHORE-BASm
PRCCESSORS AND SUPPLIERS
WHEREAS, the City of Seward has previously shown its support
for control of Arrerican fisheries within the 200 mile zone through City
of Seward Resolutions No. 85-20, No. 85-37, and No. 85-43; and
WHEREAS, the City of Seward recognizes that it is not sound
policy to rermit foreign fleets access to our fisheries without a
corresponding return to our economy; and
\VHEREAS, the North Pacific Fisheries Managenent Council
(NPFMC) has already given preference to those joint venture orerations
or nations which clearly evidence naximurn U.S. industrial involvement in
all phases of the oreration and give strong support to the developrrent
of a domestic industry for under-utilized fish srecies; and
\VHEREAS, many foreign processors and sone U.S. catcher boats
are not utilizing services offered by coastal corrmunities, but are
resupplying themselves on the high seas with products frcrn their hare-
lands or other foreign ports; and
WHEREAS, the lagging economy of the fishery oriented coastal
commmities of Alaska can no longer tolerate the utilization of U.S.
fisheries without the foreign processors and catcher boats returning
sarething to the local economy;
NCW, THEREEDRE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section I. Those agencies responsible for issuing rermi ts to
harvest fish within the 200 mile zone and the Alaska 3 mile limit are
encouraged to require those rerrni ttees to utilize Alaska shore-based
provisions and/or services.
Section 2. Those agencies responsible for issuing permits are
encouraged to recognize the coorerative contribution to our economy nade
by those foreign companies who do purchase Alaska provisions and/or
support services and are further encouraged to grant them preferential
treatrrent over those corrpanies which do not support shore-based commu-
ni ties.
Section 3. Copies of this resolution shall be sent to the
cities of Cordova, Harer, Valdez, Dutch Harbor, Kodiak and Cold Bay; the
North Pacific Fisheries Management Council; Governor Bill Sheffield;
Alaska Senators Kerttula and DeVries; Alaska Representative Cato; U.S.

Administration.
Section 4. This resolution shall take effect i.mrrediately upon
its adoption.
