RESOLUTION NO. 89-055
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, SETTING RATES AND CHARGES
FOR WATER SERVICE COMMENCING JULY l, 1989
WHEREAS, Title 14, Section 14.01.040, of the Seward City Code
requires that water rates and charges be set by resolution; and
WHEREAS, the city of Seward established rates for water use
by adopting Resolution No. 85-103; and
WHEREAS, a rate study to update the October 1983 Kennedy Jenks
study confirmed that a rate increase is necessary to provide
sufficient funds to operate and maintain the utility without
borrowing from the city General Fund; and
WHEREAS, the current organization of the rates is difficult
to use, leads to incorrect assessment of charges, and does not
enable charging according to consumption; and
WHEREAS, the water utility has found it necessary to borrow
from the General Fund to pay the cost to provide minimum essential
services, operations and maintenance of the utility;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Resolution No. 85-103 is hereby repealed.
Section 2. The following rate schedules, attached and
incorporated herein by reference, are hereby adopted:
GROUP A - RESIDENTIAL
GROUP B - SMALL GENERAL SERVICE
GROUP C - LARGE GENERAL SERVICE
GROUP D - METERED COMMERCIAL AND INDUSTRIAL SERVICE
GROUP E - SPECIAL RATES AND FEES
Section 3. The rates and fees set forth in this resolution
shall become effective July 1, 1989.
PASSED AND APPROVED by the City Council of the city of Seward,
Alaska, this 12th day of June, 1989.

GROUP A - RESIDENTIAL
GROUP A includes all residential customers living in single family or multiple family
living units. Multiple family units include multiplexs, apartments, townhouses,
but exclude hotels, motels and similar transit accomodations. The accounts may
. be paid by individual occupants or owners of multiple units. When the entire water
service to a multiplex or apartment building is billed to one account the charge
will be based on total number of living units in the building whether or not occupied.
Living units are considered to be complete with kitchens, baths, and plumbing for
laundry units. No adjustment is made for the size of the unit, numbers of amenities
or the size of the family occupying the unit. A 25% reduction is permitted for
units that are not plumbed for laundry units, provided a common laundry unit is
not available in the building ( or apartment complex) for the apartment occupant.
There will be no reduction if a common laundry facility is available.

GROUP B- SMALL GENERAL SERVICE
GROUP B includes commercial enterprises where the use of water is incidental to
the commercial activity and is primarily limited to domestic and janitorial use.
. Includes such businesses as hotels, motels, professional office building, barber
shop, warehouses, libraries, public offices, churches and theatres, etc. Where
a building or mall, or group of facilities is served from a single service the bill
will be based on the total number of facilities to be served, and no credit will
be given for vacant facilities.

GROUP C- LARGE GENERAL SERVICE
. GROUP C includes commercial enterprises where water usage is greater than in Small
General services and/or water is used for food preparation or other activities,
but not for industrial processing. These activities will be metered when newly
constructed or remodeling and/or repairs makes installation of meter feasible.
Where a building or mall, or group of facilities is served from a single service
the bill will be based on the total number of facilities served, and no credit will
be given for vacant facilities.

GROUP D - METERED COMMERCIAL AND INDUSTRIAL AREA
GROUP ~ includes commercial and industrial enterprises where
water usage is greater than for small businesses and/or water is
used for food preparation, other activities and industrial
processing as well as general domestic users. All new activities
metered and existing facilities well be converted to meters when
remodeling or repairs make installation of a meter feasible.
The cost of initial installation of a meter in a new facility
will be paid by the user. Thereafter, the cost of maintenance,
repair and replacement of the meter will be at City expense. The
City will provide a meter and the user will pay the cost of
installation where an existing service is converted to meter and
the commercial use/activities of the user have not changed. If
the meter is required due to changed usage the user will pay all
cost, including the cost of the meter. In all cases the City
will specify, or approve the type of meter and its installation.
A user may request to be converted to meter rates. If a user
raquests to convert to meter rates the City will install a meter
at the users expenses and thereafter charges will be based on
metered usage. A user cannot convert from metered to fixed rate
billing.

9. Locate Service - First locate no charge, thereafter, $50.00 each. Large projects
requiring several locates will be under a special agreement with the water utility
and may include a fee.
10. Thaw Wire - First locate no charge, providing wire is exposed and accessible.
Thereafter actual cost including work to uncover, or expose, repair or replace
thaw wires will be charged at actual cost, including overhead, equipment, labor
and material, and contractual services.

12. Contractor work- Any contractor tapping into a City main, or otherwise work
on a City water line must properly be licensed to perform the work and also
provide a $5,000 bond or equivalent cash guarantee payable to the City.
