CITY OF SEWARD, ALASKA
RESOLUTION NO. 89-075
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING CERTAIN
SMALL BOAT HARBOR IMPROVEMENTS
WHEREAS, on November 28, 1983, following public hearing, the
City Council approved Resolution No. 83-091, adopting the Small
Boat Harbor Uplands Management Master Plan; and
WHEREAS, the Master Plan identifies certain designated parking
areas within the Small Boat Harbor; and
WHEREAS, on January 16, 1984, the City Council approved
Resolution No. 84-4, amending the Master Plan to include a plan to
extend Fourth Avenue to Old Airport Road, to accommodate local
traffic to and from the Seward Industrial Park (Seward Fisheries);
and
WHEREAS, on April 25, 1988, the City Council enacted Ordinance
No. 604, defining parking regulations in the Small Boat Harbor and
authorizing the City Manger to adopt a Small Boat Harbor parking
plan; and
WHEREAS, on October 10, 1988, the City Council accepted public
testimony on a proposed three-year capital improvements plan; and
WHEREAS, Seward Chamber of Commerce representative Andy
Patapoff testified that Chamber members had been polled, and Small
Boat Harbor parking improvements was rated fourth on the members'
priority list; and
WHEREAS, on October 24, 1988, the City Council approved
Resolution No. 88-117, adopting the three-year capital improvements
plan which identified paving of the thirty-day Harbor parking lots
as an FY 1989 project and paving of the Fourth Avenue extension as
an FY 1990 project; and
WHEREAS, it has been the city's intent since the initial
development of the Harbor Master Plan to pave and stripe all of the
designated parking areas in the Small Boat Harbor and the Fourth
Avenue extension, as monies became available; and
WHEREAS, approximately $1.7 Million remains available to the
city from a $2 Million 1978 state bond issue for port and harbor
development in the Small Boat Harbor; and
