CITY OF SEWARD, ALASKA
ORDINANCE 2000-018
AN ORDINANCE AMENDING SEWARD CITY CODE, CHAPTER
6.05.010 DELETING THE REQUIREMENT FOR THE CITY MANAGER
TO PROVIDE TO THE CITY COUNCIL INFORMATION FOR
PURCHASES BETWEEN $5,000 AND $10,000
WHEREAS, the Seward City Code ~6.05.01O was amended in 1989 to increase the
amount of the "incidental purchases" from $5,000 to $10,000; and
WHEREAS, the Code was amended at the same time to provide that the city manager
shall report to the City Council any purchases between $5,000 and $10,000; and
WHEREAS, the informational report is provided to Council after the purchases have
been made; and
WHEREAS, there was some discussion amongst the Council and the city manager to
delete the requirement for a report that provides information after the fact and requires staff
time to compile; and
WHEREAS, the Code provides for appropriate processes for incidental purchases
(purchase of $10,000 or less) to insure that incidental purchases for the City provide the City
with the lowest and best prices obtainable.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. Seward City Code Chapter 6.05.010 is amended to read as follows:

The city manager is hereby authorized to bind the city by purchase order without
advertising or previous action by the city council for the payment for labor, services,
materials or other valuable considerations, in amounts not exceeding ten thousand dollars
($10,000) in anyone item; provided, that reasonable efforts have been made to provide

but are not limited to, the written quotations or advertising for sealed bids. The city
manager may reject any or all quotations or bids and may waive minor irregularities in
the quotations or bids.
Section 2. This ordinance shall take effect ten (10) days following its enactment.
