RESOLUTION NO. 84-4
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING THE SMALL BOAT HARBOR UPLANDS
MANAGEMENT MASTER PLAN
WHEREAS, the Seward City Council, at its regular meeting of
November 28, 1983, approved Resolution No. 83-91, adopting the Small
Boat Harbor Uplands Management Master Plan; and
WHEREAS, the Ci ty Council wishes to extend the scope of the
Master Plan to include that area of Fourth Avenue extending to the Old
Airport Road;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Seward Small Boat Harbor Uplands Management
Master Plan is hereby amended by adding Area 16, defined as follows:
That portion of Fourth Avenue extending
from the junction with North harbor Road
through to Old Airport Road, for local
traffic to and from the Seward Industrial
Park.
Section 2. This resolution shall take effect immediately.

SEWARD SMALL BOAT HARBOR UPLANDS MANAGEMENT
MASTER PLAN
The Master Plan consists of the attached map and the area
descriptions as listed below. The Plan covers the area
bounded by the Lagoon drainage ditch on the South, the
Seward Highway on the West, Old Airport Road to the
North, the Alaska Railroad Reserve to the Northeast and
the shoreline.
To provide the City Council and the City Administration
with long term management direction for the Small Boat
Harbor uplands, in particular as it relates to leases,
land uses and construction. Adherence to the Plan will
allow for the effective utilization of limited waterfront
for development in support of the Small Boat Harbor
fleet.
Past use has included boat trailer storage. This area is
considered to be part of the Greenbelt and managed
accordingly. There will be no storage of boats, trail-
ers, cradles or vehicles in this area.
Year-round camping area for self-contained recreational
vehicles. No storage or parking of boats, cradles,
trailers or non-recreational vehicles. Trailers hitched
to RV's with permits using the site for camping will be
allowed. Pave and stripe the area for effective utiliza-
tion of the site.
Parking lot for long and short term use. No camping al-
lowed. Pave and stripe the area for single vehicles and
vehicles with trailers.
Waterfront area maintained for municipal and public uses
such as the Harbormaster's Office, boat ramp, pavilion,
restrooms, Chamber of Commerce, monuments, etc.
Lease to private sector for development of businesses
consistent with the needs of the Small Boat Harbor users.
Lease to private sector for industrial, water dependent
developments.
In the near future, utilize for short term parking. Upon
acquiring title to the land from the Alaska Railroad,
lease waterfront side to the private sector for water-
related businesses consistent with the needs of the Small

Boat Harbor users. The remainder of the site will
continue to be used for short term parking.
Lease to private businesses for the purpose of
establishing small shops in conjunction with the develop-
ment of a boardwalk along the waterfront. The structures
would be developed in such a manner as to be unobtrusive,
blend in with the waterfront setting and become as much a
part of the boardwalk as possible. [ No leasing or other
development of the boardwalk areas shall take place
without prior approval by the Council (after public
hearing) of the development plans for those areas with
such restrictions as may be necessary to enhance future
development without unduly detracting from existing uses
of adjoining areas.]
Potential site for a second boat launching ramp.
Leased to the Coast Guard for an Operations Center.
Long-term parking during summer season, and dry boat
storage during the winter months. All boats would have
to be either put in the water or moved to private storage
during the summer season. The City's recreational
vehicle dump station is located within this area.

lift station and thru traffic barricades.

parcels should be brought into conformance with the Land
Use Plan.

IMPLEMENTATION:
1. Acquire land within Areas 5c, 8, 9, and 10, that are
owned by the Alaska Railroad. They are presently
used for parking and boat storage under a use
agreement; however, no development can occur on this
land unless the City acquires ownership.

The Plan as presented will be in effect upon approval of
this resolution by the City Council. As ordinances and
regulations are implemented, the enforcement of parking
