RESOLUTION NO. R~-71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING A PROFESSIONAL SERVICES
AGREEMENT WITH HARDING-LAWSON ENGINEERS FOR RESEARCH
AND DRILLING AT THE PREFERRED SITE OF THE PROPOSED
COMMUNITY CENTER
WHEREAS, the Seward Advisory Senior/Community Center Board
selected Tracts 5 and 6, Waterfront Tracts, as the preferred site of the
proposed community center; and
WHEREAS, the Council instructed the Clerk's office to call a
Special Election to determine whether the qualified voters of the City
approved of the location of the community center within the Greenbelt
area; and
WHEREAS, exploratory drilling and research was necessary to
assure that the recommended location for the center was feasible before
going to a public vote; and
WHEREAS, because of their expertise and familiarity with
earthquake failures, it was determined that Harding-Lawson Engineers
would be uniquely qualified to perform this work; and
WHEREAS, professional services contracts are exempt from the
bidding procedures set forth in Section 10-8 of the City Code; and
WHEREAS, funds are available from the State grant for the
study and design of the community center;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter
into a professional services agreement with Harding-Lawson Engineers for
research and exploratory drilling in an amount not-to-exceed $14,624.00.
Section 2. This resolution shall take effect immediately upon
its adoption.
