RESOLUTION NO. 84-29

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ADOPTING TEMPORARY PERMIT FORMS
FOR PUBLIC USE OF DOCK FACILITIES
WHEREAS, the City Council of the City of Seward finds it in
the public interest to promote maximum utilization of the City-owned
facilities located in the Seward Small Boat Harbor; and
WHEREAS, it is in the public interest that such

WHEREAS, provision of such space will benefit the fishing
industry in Seward; and
WHEREAS, such use will cause wear and tear to the existing
facilities and will increase the workload of existing personnel;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 2. The Harbormaster is authorized and directed to
grant such permits in accordance with the permit form attached to this
resolution as "Exhibit A".
Section 3. Resolution 83-26 of the City Council is hereby
amended to provide for the charging of dock permit users based on a
percentage of the value of raw fish purchased over the dock. The rate
shall be tw'o cents per one dollar (2 %) of the value of all fish purchased
including crab, halibut, salmon, scallops, shrimp, herring, etc. In
addition, each dock permit user shall be charged a user fee of Seventy-
Five Dollars ($75.00) per day for use of the City-owned dock.
Section 4. This resolution shall take effect 10 days follow-
ing its adoption.

ending no later than Proof of bonding in the arrount of
$10,000 is attached to this Use Permit which will be returned upon termination of
operation and satisfaction of all the requirements of this Use Permit. Also attached
is a Certificate of Insurance and an Executed Document of Indemnity as required by
the City. It is also agreed by all parties that failure to maintain an orderly work
area and to keep all traffic lanes unobstructed for emergency vehicles, as set forth
by the Harbormaster's office, can terminate this agreement.
Enclosed is my check for $ which is 1m of the bid. I understand
that a successful bid will require full payment of the bid within 15 days from noti-
fication by the City. Failure to comply will forfeit all rights for dock ~se and
. will free the City from all obligations listed in this permit.
I understand the permit fee of ~75.00 a day and wharfage rate of 2~ per o;l.nn value
of raw fish discharged over the dock is due and payable upon completion of operations.
Charges will be reduced by the arrount of the total prepaid bid of ~
