HomeMy WebLinkAboutRes1983-079 . . . . - CITY OF SEWARD, ALASKA RESOLUTION NO. 83-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE PURCHASE OF A 15-PASSENGER VAN FOR THE SEWARD SENIOR CITIZENS, INC. WITHOUT FULL UTILIZATION OF THE BID PROCEDURES SET FORTH IN SECTION 10-8 OF THE CITY CODE WHEREAS, the 1983 Alaska Legislature appropriated a $22,500 grant to the City of Seward for the purpose of purchasing a new passen- ger van for the Seward Senior Citizens program; and WHEREAS, the City of Seward has solicited price quotations for this vehicle, listing in the solicitations those particular requirements of the Seward Senior Citizens, Inc.; and WHEREAS, such solicitations were sent to equipment dealers in the Anchorage and Kenai Peninsula areas; and WHEREAS, all the potential bidders from whom bids were re- quested are substantial equipment dealers with excellent credit ratings and proven abilities to supply vehicles which have been contracted for purchase; and WHEREAS, the cost of formal bid solicitation and the drafting of formal bid documents would be prohibitive; and WHEREAS, a requirement of a bidder's bond or cash certificate would be superfluous; and WHEREAS, a contract for purchase would be expensive to prepare and there are standard form contracts prepared by manufacturers for purchase of equipment; and WHEREAS, the price quotations received were well below the estimate of the City of Seward for this vehicle, leaving approximately $5,000 in unencumbered funds in the grant amount; and WHEREAS, Seward Senior Citizens, additional equipment for the passenger van the bid solicitation; Inc. desires to purchase which was not specified in NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is hereby authorized to purchase a 1984 3/4 ton, 15-passenger van from Peninsula Ford, Inc. for Fourteen Thousand Two Hundred Twenty-Eight and 67/100ths Dollars ($14,228.67) and is further authorized to purchase additional equipment for the van for an amount not to exceed Five Thousand Dollars ($5,000.00). Section 4. The 1984 15-passenger van with optional equipment will become the property of Seward Senior Citizens, Inc. following purchase and Seward Senior Citizens, Inc. will be responsible for obtaining all licenses, permits and insurance and for all operation and maintenance costs.
