MAYOR AND MEMBERS
SEWARD CITY COUNCIL
CITY OF SEWARD
SEWARD, AK. 99664
DEAR MEMBERS:
-I
It is my understanding there are vacancies open on the Planning and Zoning Commission
in February. Since I will be out of state until the end of February, I am writing this letter to
enlist your support for an appointment to the Commission.
I am a lifetime resident of Seward and have always been interested in the orderly
development of this community. I have served on the City Council and have some insight
on how the commission and the City Council can work together to better serve the
community.
Whatever we can do to enhance our tax base with home construction and economic
development projects should be a priority with the City. More year around employment
will attract families, put more children in school, and provide more opportunity for people
wanting to make Seward their permanent home.
Thank you for considering my application for an appointment to the planning and Zoning
Commission.
Sincerely yours,
" //k~

To:
Clark Corbridge, City Manager
W.C. Casey, Public Works Director /I.e.
From:
Agenda Item:
2006 Model G990 Volvo Motor Grader
BACKGROUND & JUSTIFICATION:
The Public Works Department, as a portion of the 2006 Budget, scheduled the replacement of the
City's 1982 Caterpillar 140G motor grader. The Public Works Street Department desires to purchase
a 2006 Volvo Motor Grader, utilizing the State of Alaska's "Cooperative Purchasing" (piggy back)
option. The State of Alaska has contracted with CM! (Construction Machinery Inc.) to provide motor
graders for a period of three (3) years.
Seward City Code 6.10.120(b) allows the city to utilize competitive bids obtained by other
governmental units without the need to solicit its own bids. After considerable research, the Public
Works Department has found the State contract price with CM! the best value for the City of Seward.
Maintenance costs and reliability issues with the 1982 Caterpillar 140G motor grader have indicated
that this machine needs to be replaced now. Attached you will find the specifications for the Volvo
G990 motor grader we desire to purchase. Please note that the purchase of a Rockland 455A "sloper"
has been added as an option to the base price which is Two Hundred Thirty Nine and Seventy~eight
Dollars ($239,078.00). The base price including a sloper is Two Hundred Ninety Seven, Three
Hundred Ninety-five Dollars ($297,395.00). The sloper will allow for greater efficiency in the
maintenance of ditches and Right of Ways.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.

RECOMMENDATION:
Council authorize the City Manager to purchase a Volvo G990 Motor Grader from CMl, including a

Agenda Statement
From:
Mayor Shafer and City Council Members
Jean Lewis, City Clerk ~
Meeting Date:
February 27, 2006
To:
Agenda Item: Fill two vacancies on the Planning & Zoning
Commission
BACKGROUND & JUSTIFICATION:
A notice of vacancy has been published in the Phoenix Log, and posted in City Hall, the Post Office
and the office ofthe Harbormaster, on January 12, January 19, January 26, February 2 and February
9.
Seward residents; Kevin Clark, Carol Griswold, Margaret Anderson and Randall Stauffer have
submitted applications for two positions on the Planning and Zoning Commission. Their
applications are included in this packet for Council to review in addition to statements the applicants
are allowed to make under Reports, Announcements and Presentations.
You need to appoint two from the four applicants that will serve a term that expires February 2009.
The mayor and council will have ballots with all four names on them. You will vote for not more
than two. The top vote getters will need a motion to appoint, a second, and four affirmative votes to
be appointed. In the case of one name receiving enough votes right away, but the others are split, the
council could then vote for one from the remaining three for the top vote getter, then motion to
appoint them, second, and affirm by four votes.
INTENT: To fill the annual term expirations in February for the Planning & Zoning Commission.
CONSISTENCY CHECKLIST: Where applicable, this agenda statement is consistent with the
Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council
Rules of Procedures.

FISCAL NOTE: None
Approved by Finance Department:
RECOMMENDATION:

Agenda Item: Annual Work Session with the Seward Planning &
Zoning Commission
BACKGROUND & mSTIFICA TlON:
The City Council Rules of Procedures page ii (attached) lays out the duties that the Commission
performs. It also states that there will be an annual joint work session every March to address areas
of mutual concern. It has been suggested a good time to meet for this work session would be
Tuesday, March 21,2006 at 6:30 p.m. in the upstairs conference room.
Every year the Seward Planning & Zoning Commission brings their annual priority list to this work
session. This is the time for the city council to look at this list and address areas of mutual concern.
Also for your information, below is a list of existing "Plans" that will need to be updated in the
future. Since some of you have expressed an interest on long-term planning issues, possibly this is a
good time to address prioritization and updating of some of our various plans.
a. Comprehensive Plan & Land Use Plan (2003)
b. Municipal Land Use Plan (1995)
c. Parks & Recreation Master Plan (1993)
d. Subdivision ordinance (Title 16)
INTENT: To conduct the annual joint work session with the Seward Planning & Zoning
