CITY OF SEWARD, ALASKA
ORDINANCE 2002-01
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, REVISING SEWARD CITY CODE SECTION 3.60.025(a)(3), TO
ALLOW FOR PER DIEM (MEAL ALLOWANCE) FOR TRAVEL ON
OFFICIAL CITY BUSINESS
WHEREAS, the administration desires to implement a per diem (meal allowance) for employees
and City representatives traveling on official City business; and
WHEREAS, the per diem will replace the current practice of requiring individuals to keep all of
their meal receipts for direct reimbursement, which imposes additional processing burdens on both the
traveler and the City; and
WHEREAS, the administration plans to use the IRS-approved per diem rate which is currently $42
per day, is the same rate utilized by the State of Alaska, and breaks out as follows ($9 for breakfast, $11 for
lunch, $22 for dinner, all including gratuity); and
WHEREAS, the administration expects the per diem for meals to be cost-effective because it: will
only reimburse employees for meals not included in the cost of a conference or training; defines the specific
hours that an employee must be traveling to qualify for each specific meal allowance; establishes a ceiling
for meal costs; and is expected to substantially reduce the time required to process travel-related
reimbursement requests; and
WHEREAS, a per diem does not conflict with the Purchasing section of the Seward City Code
(SCC 6.01.040 - Purchasing - Payment of Claims) which states that "Claims for transportation expenses and
allowances submitted in connection with traveling on official business will be allowed by the finance director
only when such expenses have been approved in advance by the city manager and are submitted on proper
forms provided by the city and certified by claimant."
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
HEREBY ORDAINS that:
Section 1. Seward City Code Section 3.60.025(a)(3) is amended as follows:

Section 2. This ordinance shall take effect 10 days following its enactment.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th day
of January, 2002.
