RESOLUTION 2007-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING TWO DESIGNATED LEGISLATIVE GRANTS
FROM THE STATE OF ALASKA FOR THE HARBOR T-DOCK AND
BULKHEAD PROJECT, AND APPROPRIATING FUNDS TOTALING $2.2
MILLION
WHEREAS, the City of Seward requested and received two designated legislative grants in
2007 from the State of Alaska Department of Commerce, Community and Economic Development,
as a result of the City's 2006 legislative priorities efforts; and
WHEREAS, grant no. 07-DC-504 is in the amount of$I,200,000 and grant no. 07-DC-262
is in the amount of$I,OOO,OOO, for a total of $2,200,000 this project which will provide improved
facilities for the commercial fishing fleet; and
WHEREAS, these funds will be added to the $2 million grant received for this project in
2005, bringing the total available funding for the project to $4.2 million, and will result in the repair
and upgrade of existing dock facilities located in the northern portion of the Seward Small Boat
Harbor; and

WHEREAS, these grants do not require a City matching contribution and the work
performed under these grants must be completed no later than June 30, 2010.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to accept two designated legislative grants
in the amount of$1.2 million (grant no. 07-DC-504) and $1.0 million (grant no. 07-DC-262) from
the State of Alaska Department of Commerce, Community and Economic Development, and to
execute the grant agreements on behalf of the City.
Section 2. Funding in the amount of$1.2 million is hereby accepted to the Harbor T-Dock
and Bulkhead Capital Grant revenue account no. 315-3152-4680-0200 and appropriated to account
315-3152-5925; the amount of$1.0 million is hereby accepted to revenue account no. 315-3153-
4680-0200, and appropriated to account 315-3153-5925.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day of
January, 2007.

Agenda Item: Accepting two designated legislative grants totaling $2.2
million for Harbor T-Dock and Bulkhead
BACKGROUND & JUSTIFICATION:
The T-Dock and Bulkhead project was submitted as a legislative priority request in 2005 and in
2006. The City received $2 million in 2005 from the State DCED and received $2.2 million in
2006. This project will: 1) relocate and construct a new travelift dock; 2) add a bulkhead that will
be used for temporary moorage for loading/unloading of fishing vessels; 3) rehabilitate the old
Lift Dock and T Dock; and 4) add new power hook-ups, water and lighting.
This project will provide significantly improved facilities for the commercial fishing fleet using
the Seward Fisheries, a major fish processing facility in south-central Alaska. Fishing vessels up
to 180 feet visit the docks along the north end of the harbor throughout the year to unload their
catch at Seward Fisheries, change fishing gear, re-supply, fuel, make repairs, make crew changes
and wait for fish openings and /or weather. The existing facilities constructed as early as 1965
are in poor condition and in need of significant repair and upgrade to adequately serve the
commercial fleet.
We have completed a preliminary inspection and condition assessment to determine the required
scope of repairs to existing facilities. A design study has been completed. We are now prepared
to go to bid for the Bulkhead sheet pile and the construction project.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules and Procedures.
FISCAL NOTE:
This is a cost-reimbursable grant which does not require a match, and is eligible to reimburse up
to 10% of the projects administrative costs. In certain cases, direct payments may be made to
specific vendors for large purchases.

Authorize the city manager to accept two grants totaling $2.2 million from the State of Alaska
Department of Commerce, Community, and Economic Development Designated Legislative
Grant Program to the Harbor T-Dock and bulkhead Capital Project Fund.
