RESOLUTION 2005-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE ADMINISTRATION TO LOCATE AND
PURCHASE A USED DlGGERlDERRICK TRUCK PER SEWARD CITY
CODE 6.10.125, AS PREVIOUSLY APPROPRIATED IN THE FISCAL YEAR
2005 BUDGET
WHEREAS, the electric utility currently does not have a useable digger/derrick truck
due to much needed repairs that require a specialized mechanic, the availability of parts, and
a significant expenditure to repair; and
WHEREAS, the digger/derrick truck is a critical tool for the electric line crew, and
given that the construction season is nearly upon us, the immediate replacement ofthis truck
is time critical; and
WHEREAS, the existing digger/derrick truck is a 1983 Ford digger/derrick, D-900
Altec, and it makes more sense economically to purchase a more reliable and safe piece of
equipment that will provide dependable service to the electric line crew; and

WHEREAS, the anticipated lead time necessary to place an order for a new
digger/derrick truck is in excess of 250 days from the day the order is placed; and
WHEREAS, Seward City Code 6.10.125 authorizes the city manager to "locate and
purchase a particular type and quantity of used equipment" when approved in advance by the
City Council, and by obtaining approval from the City Council in advance, the administration
has leverage in negotiating more favorable pricing for used equipment, where it is not
necessary to wait a minimum ofthree weeks to pursue Council approval, potentially losing
out to a buyer with cash in-hand; and
WHEREAS, the 2005 Budget included the purchase of a digger/derrick truck in
an amount not-to-exceed $220,000 and the administration feels that they can purchase a
used truck for considerably less than the budgeted amount.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:

Section 1. The City Manager is hereby authorized to locate and purchase a single
digger/derrick truck that meets the operational needs ofthe electric utility, at an amount
not-to-exceed $220,000.
Section 2. The City Council hereby determines that based on the information
contained hereto, the public interest is best served by the purchase of a used
digger/derrick truck, in accordance with the provisions of Seward City Code 6.10.125.
Section 3. This resolution shall take effect immediately.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska,
this 14th day of March, 2005.

Agenda Item: Authorizing the administration to
locate and purchase a used Digger/Derrick Truck per
Seward City Code 6.10.125, as previously
appropriated in the fiscal year 2005 budget
BACKGROUND & JUSTIFICATION:
The Electric Utility is in the process of acquiring a Digger/Derrick truck to replace
our existing 1983 Ford Digger/Derrick, D-900 Altec.
Currently the Utility doesn’t have a useable Digger/Derrick truck. The current
truck is not operational due to much needed repairs that require a specialized
mechanic and the availability of parts.
Currently the lead time needed to order a new Digger/ Derrick truck is 250+ days
from the day the order is placed.
Construction season is about to begin and our abilities to do jobs is very dependent
on having use of a Digger/Derrick truck.

FISCAL NOTE:
City Council has appropriated funds, in the amount of $220,000 in the 2005 budget for
the purchase of a replacement truck.

City Council approve Resolution 2005- authorizing the administration to locate and
purchase a used Digger/Derrick Truck per Seward City Code 6.10.125, as previously
appropriated in the fiscal year 2005 budget.
