Historic Preservation Commission June 20, 2007 Regular Meeting Agenda Page 2 Historic Preservation Agenda Statement Meeting Date: June 20, 2007 Through: Phillip Oates, City Manager From: Donna Glenz, Planning Assistant Agenda Item: Election of Chair & Vice Chair " BACKGROUND & JUSTIFICATION: Each year the Historic Preservation Commission must elect a chair and vice chair for the coming year. The duties of the Chair are to: 1. Open the meeting on time and call the meeting to order; 2. Announce in proper sequence the business on the agenda; 3. Recognize members who are entitled to the floor; 4. State and put to a vote all legitimate motions that arise during the meeting; 5. Do not permit debate until there is a motion on the floor; 6. Protect the Commission from frivolous or delaying motions by refusing to recognize them; 7. Enforce the rules regarding debate and keep order; 8. Expedite business in a way compatible with the rights of the members; 9. Decide all questions of order; 10. Respond to all inquiries of members; 11. Ensure that citizens address all remarks to the Commission; and 12. Declare the meeting adjourned. The process for election of the chair and vice chair is as follows: The current chair should open nominations. Anyone can nominate another commissioner as chair. . If only one nomination is received, a motion should be made to close nominations and cast a unanimous ballot for the chosen person. That motion will need a second and can be approved by unanimous consent. (No role call vote is necessary). . If more than one nomination is received, I will prepare ballots for each Commissioner to vote for one nominee and sign his ballot. I will then collect the ballots, read the votes aloud, and announce the prevailing nominee. A motion is then in order to elect the nominee as chairperson. A second is needed and the motion can be approved by unanimous consent of the commission. The above procedures should also be used to elect a vice chair. The House of Representatives Appropriations Subcommittee on Interior, Environment and Related Agencies voted May 23 to increase funding for history programs at the National Park Service. The committee voted to increase NPS history programs by $30 million over the FY 2007 appropriation, increase the Save America's Treasures program by $12 million, the Heritage Partnership Grants by $7 million, and the Preserve America program by $5 million. The appropriation for State Historic Preservation Offices was increased by $7.8 million for a total $45 million, and Tribal Historic Preservation Offices increased by $1 million for a total $6.5 million. The House Appropriations Committee has a goal to complete its FY 2008 budget by the July 4th recess. Representative Ben Chandler of Kentucky championed the amendment. President Bush recommended level funding in his 2008 budget for Historic Preservation Fund programs at $63.7 . million. His budget included a $4 million appropriation for grants to make inventories more accessible. The Senate has not started work on its proposed budget. . James King named director of Alaska State Parks James King has been appointed director of Alaska State Parks, which includes the Office of History and Archaeology. King has been living in Juneau and working in recreational resource management, transportation planning, and trail construction. Most recently, he was executive director of Trail Mix, a Juneau trails advocacy group. His group has worked with the Office of History and Archaeology on preservation issues, maintenance, anc improvements to the historic Perseverance Trail. King has a B.A. in recreation resource management and a M.A. in landscape architecture. He will start work at Parks on June 1st. E; Project Archaeology class June 4-5 The Project Archaeology program will be introduced June 4-5 to teachers at the Anchorage School District's Teacher's Academy. The project is a national program with kindergarten through high school materials designed to introduce students to archaeology. Ketchikan designated a Preserve America community On April 19, First Lady Laura Bush notified Ketchikan its application to become a Preserve America community had been accepted. Preserve America is an initiative of the Advisory Council on Historic Preservation. The designation makes several sources of funds for historic preservation projects in the community available. Ketchikan is Alaska's third Preserve America community, joining Sitka and Juneau. To date, 486 communities around the U.S. have received this accolade. New Interpreting the Standards bulletins The Technical Preservation Services, National Park Service, has published three new bulletins to help people rehabilitating historic properties. One issue addresses subdividing significant historic interior spaces, another adding or modifying fly lofts on historic theaters, and the third discusses modifying historic interior railings to meet building codes. The bulletins can be ordered through the tax incentives website www.cr.nps.gov/hps/tos/tax/ITS/itshome.htm .
