The DOT has addressed a letter to the Mayor indicating the benefits of this project to the community, and noting that other communities have contributed funding to provide this service. The anticipated load provided by the State of Alaska for the RWIS will never make this a profitable or break-even venture. However, in the interest of public safety and because of the opportunity for future expansion of customers in that area (e.g. Railroad and Chugach Native Corporation), the Utility wishes to proceed with the preliminary design and cost estimates for this project. The design costs will include the initial design of a future substation to be located in this area. The State of Alaska will be constructing facilities this summer. Considering this time constraint and the fact that Dryden & LaRue designed the existing transmission line and is able to perform this work with no learning curve, the administration recommends that the City of Seward contribute to the preliminary design and cost of electrical service to mile 11.5 of the Seward Highway at a cost not to exceed $15,000. The administration further finds that this contract is exempt from competitive procurement procedures per Seward City Code 6.10.115(a)(8). CONSISTENCY CHECKLIST: Yes No 1. Comprehensive Plan 2.
