RESOLUTION 2005-73
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING A ONE YEAR CONTRACT FOR FOUR
HUNDRED EIGHT THOUSAND, SIX HUNDRED ELEVEN DOLLARS AND
FORTEEN CENTS ($408,611.14) WITH THE STATE OF ALASKA,
DEPARTMENT OF CORRECTIONS, TO PROVIDE FOR OPERATING THE
SEWARD COMMUNITY JAIL AND HOUSING PRISONERS CHARGED
AND/OR SENTENCED UNDER ALASKA STATUTES
WHEREAS, the City of Seward has received a proposed one year contract from the State of
Alaska for the operation ofthe Seward community Jail; and
WHEREAS, the contract amount for the City of Seward is Four Hundred Eight Thousand,
Six Hundred Eleven Dollars and Fourteen Cents ($408,611.14), to operate the Seward Community
Jail in accordance with the attached contract from July 1, 2005 through June 30, 2006; and
WHEREAS, the Four Hundred Eight Thousand, Six Hundred Eleven Dollars and Fourteen
Cents ($408,611.14) is a Ten Percent (10%) increase over the FY 2004 budget; and

WHEREAS, the amount of Four Hundred Eight Thousand, Six Hundred Eleven Dollars and
Fourteen Cents ($408,611.14) falls short of covering even the City's direct cost by Thirteen
Thousand, Eighty One dollars and Eighty Six Cents ($13,081.86), does not cover any ofthe City's
indirect costs of Sixty Four Thousand, Ninety Six Dollars ($64,096.00), and does not include
compensation or reimbursement for the lease of space for the j ail facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City of Seward hereby approves Resolution 200S-X, authorizing the city
manager to enter into a one year contract for Four Hundred Eight Thousand, Six Hundred Eleven
Dollars and Fourteen Cents $408,611.14 with the State of Alaska, Department of Corrections, to
provide for the operation of the Seward Community Jail and housing prisoners charged and/or
sentenced under Alaska Statutes.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day of
August 2005.

Agenda Item: Renewal of Jail Contract between the Department
of Corrections and the City of Seward

BACKGROUND & JUSTIFICATION:
The City of Seward has entered into contracts with the Department of Corrections for many years and
this renewal is being presented for adoption. The State of Alaska will pay the City of Seward Four
Hundred Eight Thousand, Six Hundred Eleven Dollars and Fourteen Cents ($408,611.14) to operate
the Seward community Jail in accordance with the conditions set forth in the attached contact. This
contract will be in force from July 1, 2005 through June 30, 2006.

FISCAL NOTE:
The City of Seward will receive the sum of Four Hundred Eight Thousand, Six Hundred, Eleven
Dollars and Fourteen Cents ($408,611.14) from the State of Alaska for this contract. This is an
increase of Thirty Seven Thousand, One Hundred Forty Six Dollars and Forty Seven Cents
($37,146.47) from the amount the City received in FY2004. The City’s FY2005 budget estimates for
operating the jail were about Four Hundred Twenty One Thousand, Six Hundred Ninety Three
Dollars ($421,693.00). Therefore the appropriation from the State falls approximately $13,081.86
short of covering the direct cost of operating the jail. In addition the City estimates the indirect cost
of operating the jail at approximately Sixty Four Thousand and Ninety Six Dollars ($64,096.00) and
the State does not cover this cost.

RECOMMENDATION:
Recommend approval of Resolution 2005-X, authoring a contact between the City Manager and the
State of Alaska, Department of Corrections that provides for the City of Seward to operate the
Seward Community Jail, and house prisoners charged and/or sentenced under Alaska Statutes. The
State will pay the City Four Hundred Eight Thousand, Six Hundred and Eleven Dollars and Fourteen
Cents ($408,611.14) to provide the service.
