RESOLUTION 2005-74
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
DEVELOP A SCOPE OF WORK WITH ADOT FOR REFURBISHING
EXISTING ASPHALT SURFACES UTILIZING TWO MILLION
DOLLARS ($2,000,000.00) SECTION 115 FUNDS
WHEREAS, the City of Seward received a Congressional Earmark for Seward Road
Improvements in Section 115 funds; and
WHEREAS, in order to obtain proceed with the project, the city manager needs
Council's approval to develop a scope of work for the Alaska Department of Transportation
(ADOT); and
WHEREAS, ADOT has requested a thorough scope of work, schedule and budget form
the City before they can assign a project manager; and
WHEREAS, the City Public Works Director have conducted a condition assessment of
Seward's streets and have determined the priority order of necessary repairs; and
WHEREAS, the city manager recommends using the Two Million Dollars
_ ($2,000,000.00) to refurbish existing asphalt surfaces based on the outcome of the City's road
condition assessment developed by the City Public Works Director.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City of Seward, by this resolution, hereby endorses and authorizes the
City Manager to develop a scope of work for ADOT to refurbish existing asphalt surfaces
based on the outcome of the City's road condition assessment developed by the City Public
Works Director.
Section 2.
This resolution shall take effect immediately upon its adoption.

of August, 2005

Agenda Item: Authorizing the city manager to develop a scope of work
with ADOT for refurbishing existing asphalt surfaces
utilizing Two Million Dollars ($2,000,000.00) Section
115 funds.
BACKGROUND & JUSTIFICATION:
The City of Seward received a Congressional Earmark for Seward Road Improvements in Section
115 funds. In order to proceed with the project, the city manager needs Council’s approval to
develop a scope of work for the Alaska Department of Transportation (ADOT). ADOT has
requested a thorough scope of work, schedule and budget from the City before they can assign a
project manager. City public works have conducted a condition assessment of Seward’s streets and
have determined the priority order of necessary repairs. The administration recommends using the
Two Million Dollars ($2,000,000.00) to refurbish existing asphalt surfaces based on the outcome of
the City’s road condition assessment developed by the City Public Works Director.

FISCAL NOTE:
Earmarks are handled on a reimbursable basis. These funds will not require a local match and are
100% federally funded. Section 115 funds experienced a 0.8% rescission, meaning that the Two
Million Dollars ($2,000,000.00) for Seward Road Improvements is reduced by Sixteen Thousand
Dollars ($16,000.00). All federal-aid projects require ADOT oversight and are therefore subject to a
maximum ADOT administrative fee of 4.3% for FFY’06. This rate is adjusted each year and could be
increased or reduced in future years.

RECOMMENDATION:
Council approve Resolution 2005-X authorizing the city manager to develop a scope of work for the
Section 115 Seward Road Improvements to refurbish existing asphalt surfaces based on the highest
priority of the City’s road condition assessment developed by the City Public Works Director.
