RESOLUTION 2005-91
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A $2 MILLION GRANT FROM THE STATE OF
ALASKA DEPARTMENT OF COMMERCE AND ECONOMIC
DEVELOPMENT FOR HARBOR T-DOCK AND BULKHEAD
WHEREAS, the City of Seward requested $3.5 million and received $2 million for the T-
dock and Bulkhead project as a result ofthe City's 2005 legislative priorities efforts; and
WHEREAS, this project would provide improved facilities for the commercial fishing fleet;
and
WHEREAS, this money will be used for the first phase of a multi-phase project aimed at
repairing and upgrading existing dock facilities located in the northern portion ofthe Seward Small
Boat Harbor; and
WHEREAS, this grant does not require a City matching contribution and the work
performed under this grant must be completed no later than June 30, 2010.

NOW, THEREFORE, BE IT RESOL YED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to accept a $2 million grant from the State
of Alaska Department of Commerce and Economic.
Section 2. Funding in the amount of$2 million is hereby accepted to the Harbor T -Dock and
Bulkhead Capital Grant revenue account no. 315-3151-4680-0200, and available for future
appropriation.
Section 3. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 26th day of
September, 2005.

Agenda Item: Resolution Accepting a $2 million grant from
the State of Alaska Dept. of Commerce &
Economic Development for Harbor T-dock and Bulkhead
BACKGROUND & JUSTIFICATION:
The T-Dock and Bulkhead project was submitted as a 2005 legislative priorities request. The City
requested $3.5 million for the entire project. This project would: 1) relocate and upgrade the Travelift
pit and maintenance area; 2) add a bulkhead that will be used for temporary moorage for
loading/unloading of fishing vessels; 3) rehabilitate the old Lift Dock (“I” Dock) adding power and
fire protection for fishing vessels; and 4) upgrade the old City “T” Dock for loading/unloading and
fueling.
This project would provide significantly improved facilities for the commercial fishing fleet using the
Seward Fisheries, a major fish processing facility in south-central Alaska. Fishing vessels up to 180
feet visit the docks along the north end of the harbor throughout the year to unload their catch at
Seward Fisheries, change fishing gear, re-supply, fuel, make repairs, make crew changes and wait for
fish openings and/or weather. The existing facilities constructed as early as 1965 are in poor
condition and in need of significant repair, and upgrade to adequately serve the commercial fleet.
We received a $2 million legislative grant for this project. This money will be used for the first phase
of a multi-phase project aimed at repairing and upgrading existing dock facilities located in the
northern portion of the Seward Small Boat Harbor, building a new sheet pile bulkhead, and travel lift
dock.
This phase of the project will begin with a preliminary inspection and condition assessment to
determine the required scope of repairs, followed by development of planning specifications, design
plans, and construction cost estimates. The City’s priorities in this phase of the project include re-
decking I and T Docks, replacing broken fender piling and any damaged structure piling. Also, new
electrical and water systems will be installed on these docks. Minor upgrades will be made to the
existing travelift runway for the new 50-ton travelift which will be purchased with motor pool funds.
INTENT:
Accept a grant to re-deck I and T Docks, replace broken fender piling, repair or replace damaged
structure piling, and install new electrical and water systems on these docks. Minor upgrades will be
made to the existing Travelift runway to prepare it to accommodate the new replacement 50-ton
Travelift.
CONSISTENCY CHECKLIST:
Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
FISCAL NOTE:
This is a cost-reimbursable grant which does not require a match, and is eligible to reimburse up to
10% of the project’s administrative costs. In certain cases, direct payments may be made to specific
vendors for large purchases.

Authorize the city manager to accept a grant in the amount of $2,000,000 from the State of Alaska
Department of Commerce, Community, and Economic Development Designated Legislative Grant
Program to the Harbor T-Dock and Bulkhead Capital Project Fund.
