RESOLUTION 2004-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEW ,
ALASKA, AUTHORIZING THE SEWARD FIRE DEPARTME TO
PURCHASE 40 SELF CONTAINED BREATHING APPARAT WITH
ACCESSORIES THROUGH EAGLE ENTERPRISES ;'
WHEREAS, the Seward Fire Department has the need to repl e the 40 0 ,mismatched
SCBA's (self-contained breathing apparatus) currently being used b the fire f ters; and
WHEREAS, after many years of trying to purchase S A's t ugh funding of Capitol
Projects and applying for the Fire Act Grants, with no succe ;and
WHEREAS, during the 2004 budget work sessi s fun were allocated that would afford
the Fire Department the opportunity to purchase 4 (m be 5 CBA's; and
WHEREAS, it was asked during the bu get ork sessions, if there were other funding
programs that could be developed; and
WHEREAS, a specific set of crit a as established taking into consideration the units
compatibility with our neighboring dep is for mutual aid, easy of use for our fire fighters, in-
state resources for maintenance and r a' s as well as cost per unit; and
WHEREAS, we contact vendors representing 4 different SCBA manufacturers and
requested price quotes accordi o our specific criteria; and
WHEREAS, after tensive research we chose Scott Air packs from Eagle Enterprises as
best suiting our criteria a per City Code 6.10.130 feel it is in the public best interest to purchase
the SCBA's from this v ndor; and
WHEREA ,our research also provided several opportunities for lease purchase of 40
complete SCBA' ,and
WH AS, the annual cost of such a lease purchase for the 40 air packs would only be
about $12 0 higher than the funds approved for FY 2004 safety equipment purchase ($15,000
account -1220-5465).

OF WARD, ALASKA that:
Section 1. City Council will approve the order to be placed for 40 Scott SCBA's and

Agenda Item: Sole source and leasing of Self Contained Breathing Apparatus
BACKGROUND & JUSTIFICATION:
During the budget work sessions for 2004, it was brought to the attention of Council that the Fire
Department needed to replace the inventory of self contained breathing apparatus (SCBA) because of
age, high cost of maintenance, and safety concerns of using the units. Because of the projected high
cost to replace the inventory of SCBAs, it was not possible to complete this project within a budget
year. It was questioned if there was an alternative way to solve the problem. With that idea in mind, I
requested from each vendor to give us their best quote for the SCBAs as specified for our operational
needs and to supply a possible leasing option. Attached are the results of that request. Fire
department staff and volunteers have field tested SCBAs from various vendors in the past year and
have selected the one they felt best meets our needs. Criteria in the selection process was, ease of use,
the ability to do in-state maintenance and the interoperability of the SCBAs with our neighboring fire
departments. Cost of each unit was the last item to be considered, but weighed heavily in the final
selection.
We have selected the Scott 4.5 SCBA supplied by Eagle Enterprises, Inc. as the replacement SCBA.
It meets our operational needs and the volunteer staff are familiar with this SCBA. This brand of
SCBA is being bought by neighboring departments and has in state service, the best warranty and has
a good price.
The price of each SCBA with spare cylinder as specified by the Department comes to $3,615.00
(times 40 = $144,600.00). We have added twenty voice amplification units ($220.00 each) to enhance
communication during operation of the SCBA. This will add $4,400.00 for the twenty SCBAs. Also
we have added the NFPA required RIT Pak to complete the project ($975.00). The total cost of
obtaining forty SCBAs as specified with spare cylinders, with twenty voice amplification units and
one RIT Pak comes to $149,975.00

FISCAL NOTE:
The Department feels the possibility of leasing the SCBAs allows us to procure all of the needed units
at one time rather than three units per year for thirteen years. FY 04 budget has a new line item (101-
1220-5465 - Safety Equipment/Supplies) from which the lease could be paid. Depending on the
results of a RFP for leasing, we estimate the annual cost for a lease to be around $26,000 to $27,000
per year for seven years. Using the high figure, this will increase the Department’s budget by $12,000.

RECOMMENDATION:
Council approve Resolution 2004 -04, authorizing the purchase of forty self contained breathing
apparatus with spare cylinders, twenty voice amplifiers and one RIT pack from Eagle Enterprises, Inc;
for the amount of $149,975.00, contingent on the City’s ability to obtain favorable leasing terms. The
City Administration is authorized to request for proposal leasing options for the procurement of this
equipment.
