RESOLUTION 2005-129
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING U.S. DEPARTMENT OF JUSTICE, OFFICE OF
JUSTICE PROGRAMS, BULLETPROOF VEST PROGRAM GRANT IN
THE AMOUNT OF TWO THOUSAND EIGHT HUNDRED EIGHTY TWO
DOLLARS AND FIFfY CENTS ($2,882.50) TO FUND 10 NEW
REPLACEMENT BULLETPROOF VESTS FOR POLICE AND
CORRECTIONAL OFFICERS, AUTHORIZE THE CITY MANAGER TO
EXECUTE THE GRANT AGREEMENT AND APPROPRIATE FUNDS
WHEREAS, the City has been awarded a U.S. Department of Justice, Office of Justice
Programs, Bulletproof Vest Program Grant in the amount of twp thousand eight hundred eighty
two dollars and fifty cents ($2,882.50) to fund ten (10) new NIJ approved replacement
bulletproof vests for police and correctional officers; and
WHEREAS, the vests would be purchased to replace expiring vests in place at this time
and provide vests for newly hired officers; and
.... WHEREAS, the vests are to provide for the safety of officers in the performance of their
duties; and
WHEREAS, the Grant Agreement requires Council acceptance of the grant and a local
match of two thousand eight hundred eighty two dollars and fifty cents ($2,882.50), which is
already included in the Police and Jail's departmental budgets.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City of Seward accepts the U.S. Department of Justice, Office of Justice
Programs, Bulletproof Vest Program Grant in the amount of two thousand eight hundred eighty
two dollars and fifty cents ($2,882.50) to fund ten (10) new NIJ approved replacement
bulletproof vests for police and correctional officers.
Section 2. The amount of two thousand eight hundred eighty two dollars and fifty cents
($2,882.50) is hereby appropriated from federal grant funds account no. 101-0-4680-0100 to the
police and jail department budgets, accounts no. 101-1210-5430 and 101-1211-5430, effective
January 1, 2006.
Section 3. This resolution shall take effect immediately upon its adoption.

Agenda Item: Bulletproof Vest Partnership Grant
BACKGROUND & JUSTIFICATION:
The Seward Police Department provides bulletproof vests for employees in the Patrol and Jail
Divisions. The cost of a vest is approximately five hundred seventy six dollars and fifty cents
($576.50). The life of a vest is approximately five (5) years. The department, to replace old vests
and provide new hires with vests, will need to purchase an estimated ten (10) vests in FY 2006. The
department applied for a grant with the Federal Government to assist in covering the cost of new
vests. The Federal Bulletproof Vest Partnership funds up to fifty (50) percent of the cost of each vest
purchased or replaced by law enforcement applicants.
The U.S. Department of Justice, Office of Justice Programs, Bulletproof Vest Partnership has
awarded the City a FY 2005 Grant for the purpose of augmenting the police department’s uniform
budget. The amount of Federal funding awarded is two thousand eight hundred eighty two dollars
($2,882.00). This funding is only to be used for the purchase and shipment of bulletproof vests for
police and correctional employees.
The grant requires that the City enter into a Contract Agreement with the U.S. Department of Justice,
Office of Justice Programs, Bulletproof Vest Partnership for this funding. The Grant Agreement
requires Council acceptance of the grant and appropriation of funds.
INTENT:
The intent of this grant is to provide a critical resource to the City by supporting and assisting in the
cost of purchasing bulletproof vests.

RECOMMENDATION:
Council approve Resolution 2005-_____, accepting the U.S. Department of Justice, Office of Justice
Programs Bulletproof Vest Program grant proposal in the amount up to two thousand eight hundred
eighty two dollars and fifty cents ($2,882.50) authorizing the city manager to enter into a grant
agreement and appropriating funds for the purpose of augmenting the Police and Jail Department’s
uniform line items.
